Introduction
The Finance, Portfolio and Performance (FPP) team is critical to supporting a thriving Parliamentary democracy. We play a leading role in delivering the House of Commons’ Strategy through business and financial planning, monitoring performance, supporting the delivery of projects and programmes across Parliament, and promoting innovation and improvement.
The Role
The Value for Money Lead will work closely with the Head of Financial Performance & Value and the wider Financial Improvement and Performance Team to deliver the zero-based review project.
They will work at pace to support the delivery of the wider project and related priorities by providing strategic advice to senior leaders and analysing complex financial and management information to develop actionable insights.
Some of the responsibilities for this role include:
- Leading zero-based reviews of business areas by gathering and analysing management information to review whether spending represents value for money in delivery of strategic objectives.
- Develop proposals for integrating the results of zero-based reviews into existing financial planning and strategic planning processes.
- Oversight of team members and other’s work and developing leadership skills within and across teams.
- Building and maintaining key relationships, in particular developing trust and rapport. This includes managing expectation of senior managers and stakeholders.
- Produce high-quality, accessible, and succinct reports of complex strategic, management, and financial information.
Skills and Experience
To be successful in this role you will demonstrate:
- It is essential that the applicant holds a professional finance qualification (CCAB, CIMA, or equivalent).
- Strategic thinking | Ability to work independently, proactively, and confidently on high-profile areas across teams and the organisation, bringing together diverse views and perspectives to gain a broader understanding of the organisation and its strategic priorities.
- Stakeholder Management & Communication | Ability to build relationships with senior managers and decision makers and communicate with confidence and credibility on complex strategic and financial issues.
- Planning & Organising | Ability to work at pace and under pressure to tight deadlines and deliver to agreed targets, within a small team.
- Analysis | Experience of bringing together information from a variety of sources, evaluating, analysing, and providing insight, and summarising it in accessible formats to inform and influence decision-making.
- Leadership | Ability to lead individuals and teams, building and maintaining strong collaborative partnerships to achieve organisational goals, whilst upholding the values of equality, diversity, and inclusion.
