General Description
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services. We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.
Performs highly advanced (senior-level) project management work with a focus on organizational change management for the Texas Department of Motor Vehicles (TxDMV). Work involves overseeing and directing complex, enterprise-wide change initiatives, particularly those related to IT systems and processes. Plans, implements, and evaluates comprehensive change management strategies. Provides expert guidance to agency leadership on change management best practices. May supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES
Develops and implements comprehensive change management strategies and plans for large-scale IT projects and organizational transformations.
Conducts in-depth stakeholder analyses and change impact assessments to identify potential risks and develop mitigation strategies.
Designs and oversees communication plans to build awareness, desire, and reinforcement of changes across the agency.
Leads the development and delivery of training programs to support new IT systems, processes, and organizational structures.
Facilitates high-level meetings, workshops, and coaching sessions with executive leadership and key stakeholders.
Develops and tracks key performance indicators (KPIs) to measure change readiness, adoption, and overall project success.
Provides expert guidance on organizational design to support new business processes or technologies.
Collaborates with IT, HR, and business units to ensure alignment of change initiatives with agency goals and objectives.
Manages project budgets, timelines, and resources for change management initiatives.
Prepares comprehensive reports and presentations for agency leadership on change progress and outcomes.
Mentors and develops team members in change management methodologies and best practices.
Contributes to the continuous improvement of the agency's change management approach and methodologies.
Travels up to 5% of the time. Travel by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.
Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
Performs other duties as assigned.

Advanced knowledge of change management principles, methodologies, and best practices.
Strong understanding of IT systems, infrastructure, and service management concepts.
Excellent analytical and problem-solving skills with the ability to translate complex data into actionable insights.
Superior communication and interpersonal skills, with the ability to influence at all levels of an organization.
Proficiency in project management tools and techniques.
Ability to manage multiple projects and priorities in a fast-paced environment.
Skill in preparing and delivering executive-level presentations and reports.
Knowledge of state government operations and IT governance structures.

Qualifications
MINIMUM REQUIREMENTS
Education and Experience
Bachelor's degree from an accredited college or university in Business Administration, Organizational Development, Information Technology, or a related field.
Seven (7) years of full-time experience in change management, project management, or a closely related field.
Three (3) years of experience in a leadership or supervisory role.
PMP required or able to obtain within 6 months of employment.
Preferred Qualifications:
Master's degree in a related field.
Certification in change management (e.g., PROSCI, CCMP).
Experience with ITIL framework and IT service management.
Experience with Agile and Waterfall project management methodologies.
Experience working in a government agency.
This position is eligible for remote work in the state of Texas (subject to change). Must attend meetings/training at headquarters in Austin, Texas as required by management.

REGISTRATION, CERTIFICATION AND/OR LICENSURE
A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within ninety (90) days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
