State Title: Project Manager IV
This position may telecommute 100% remotely from anywhere in Texas (subject to change). May be required to attend meetings and trainings at the Austin Headquarters, as assigned.

GENERAL DESCRIPTION
Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect, and advance the citizens and industries in the state with quality motor vehicle-related services. The Project Manager IV serves as a senior leader within the Information Technology Project Management Office (IT PMO), responsible for directing complex and high-profile IT projects that support the agency’s strategic goals. This role ensures project alignment with organizational priorities, stakeholder needs, and industry best practices while overseeing the delivery of projects with significant scope, budget, and complexity. With a focus on innovation, collaboration, and accountability, the Project Manager IV operates under limited supervision, exercising significant latitude for initiative and independent judgment to achieve project success.
ESSENTIAL DUTIES
Provide leadership for high-profile IT projects, ensuring alignment with TxDMV’s strategic goals and objectives.
Develop, implement, and oversee comprehensive project plans, including budgets, schedules, resource allocations, and risk management strategies.
Act as a primary liaison between executive stakeholders, project teams, and external vendors, ensuring clear communication and alignment throughout the project lifecycle.
Monitor and manage project performance, reporting progress and risks to leadership while recommending actionable solutions to address challenges.
Drive procurement efforts, including the development of requests for proposals, vendor selection, and contract management to ensure successful delivery of services.
Lead cross-functional teams in applying best practices and methodologies to achieve project milestones and deliverables.
Facilitate governance processes, including status reporting, change management, and stakeholder engagement to maintain transparency and accountability.
Mentor and coach project team members, fostering professional growth and promoting a culture of continuous improvement.
Oversee compliance with all applicable state, federal, and organizational policies related to project management, procurement, and information security.
Performs advanced project and contract management work including detailed project planning, oversight, and tracking using accepted project management methodologies.
Directs, develops, oversees, and evaluates IT projects using accepted project management methodologies.
Directs, assigns, and evaluates the work of project staff.
Develops project budgets, schedules, work plans, resources requirements, and cost estimates and projections for both TxDMV enterprise-wide Governance team projects and IT initiatives.
Monitors and manages project scope, quality, and cost to ensure that project deliverables are acceptable, fulfill the terms of the project contract or specifications, and are completed within budget.
Travels up to 5% of the time. Travel by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.
Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.
Performs other duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
Advanced project management methodologies, including Agile, Waterfall, and hybrid approaches.
Procurement regulations and contract management practices in government environments.
Risk management frameworks and strategies for large-scale IT projects.
Local, state, and federal laws and regulations relevant to the administration of projects and the procurement, management, and security of information technology resources.
Project management theories and practices applicable to projects that are complex in scope, schedule, or budget.
Skills in:
Communicating complex concepts effectively to technical and non-technical audiences.
Strategic planning and execution of enterprise-wide initiatives.
Leveraging project management tools such as Microsoft Project, SmartSheet, Jira, or similar platforms to track and report on project progress.
Project management monitoring and addressing changes in scope, budget, or schedule on projects.
The use of Microsoft Project or other applicable project management software tools.
Oral and written communication to convey complex and highly technical information to a diverse audience.
Ability to:
Lead and inspire cross-functional teams to achieve challenging goals.
Solve complex problems through creative and analytical approaches.
Manage competing priorities and deadlines with a focus on delivering high-quality results.

Qualifications
MINIMUM REQUIREMENTS
Education and Experience
Bachelor’s degree from an accredited college or university in Computer Information Systems, Information Technology, Computer Science, Business, or a related field.
Seven (7) years of progressively responsible experience in managing large-scale, complex IT projects.
Experience in Information Technology project management may be substituted for education on a year-per-year basis.
Graduate-level education in project management, business, or another relevant field may be substituted for experience on a year-per-year basis.
Certifications:
Project Management Professional (PMP)® or Agile Certified Practitioner (ACP) certification is required.
Preferred Experience:
Experience successfully delivering information technology projects with a government organization.
Experience successfully delivering information technology projects in a mid-size to large organization.
Experience successfully managing contracts with external vendors in a government organization.
Experience with the Department of Information Resources (DIR) Project Delivery Framework and/or managing Quality Assurance Team projects.
This position is eligible for remote work in the state of Texas (subject to change). Must attend meetings/training at headquarters in Austin, Texas as required by management.
