This position may telecommute 100% remotely from anywhere in Texas (subject to change). May be required to attend meetings/trainings at the Austin Headquarters, as required by management.

GENERAL DESCRIPTION

Our mission at the Texas Department of Motor Vehicles (TxDMV) is to serve, protect and advance the citizens and industries in the state with quality motor vehicle related services.  We are a dynamic state agency dedicated to customer service, consumer protection and the success of motor vehicle-related industries.

Performs complex (journey-level) business analysis work in support of the Texas Department of Motor Vehicles (TxDMV), Information Technology Services Division (ITSD). Analyzes business requirements, procedures, and problems to automate new or improve existing systems. Work involves acting as a liaison between business operations (end users), external stakeholders (e.g., TAC, Dealers, Motor Carriers, Law Enforcement, etc.), subject matter experts (SMEs), other Business Analysts, and the technical team to identify business requirements to be addressed; documents and manages business requirements and process workflows, acting as a primary resource in the requirements phase of a project. Assignments may be varied or include assumption of proprietorship role for specific system[s]; includes planning for effective and efficient acquisition, administration, operation, use, maintenance, limited technical support. Provides coordination, and advice involving the design, development, testing, implementation, and maintenance of projects/ programs. Work may require contact with governmental agencies. May train others. Works under general supervision with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES

Provide junior level analysis for current and future TxDMV business needs and problems in relation to IT solutions as an independent worker or team member

Lead efforts to elicit, document, manage, and model business requirements and business process workflows via analysis, interviews, facilitation, data collection techniques, business modeling methods, business processes, rules, logic, use case, and modeling tools.

Work with business to identify business related requirements and process workflows. 

Ensure scope and desired results of business analysis deliverables are clearly understood by management, stakeholders, and team members. 

Perform object-oriented analysis to create a documented hierarchy of business functions, processes, and sub-processes to ensure proper communication of business requirements to the developers.

Perform analysis of regulatory, business, user, functional, and non-functional business requirements to ensure requirements are complete and clearly organized.

May review complex project deliverables such as project charters, design documentation, test plans, and risk assessment plans; and may provide comments and suggestions to document owners. 

May travel up to 5% of the time. Travels by car (may include flying). May include overnight travel. May require working extended hours and some evenings and weekends, as needed.

Required to attend work regularly and adhere to approved work hours in accordance with department policies and procedures.

Perform other job-related duties as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of software development life cycle and systems development life cycle concepts; business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources; and project management principles and practices.

Skill in business analysis methodologies; in analyzing and evaluating complex information technology applications, policies, and issues; and in developing creative and workable solutions to complex problems and issues.

Ability to analyze and interpret technical information, including regulations, policies, and automation system documentation/specifications; to communicate in writing; to translate user/business needs into a technical style; to communicate technical instructions to system users; to analyze, evaluate, and integrate business rules into system requirements; to exercise sound judgment in making critical decisions; and to communicate effectively.

 

Qualifications

 

MINIMUM REQUIREMENTS

Education - Graduation from an accredited four-year college or university with major coursework in Computer Science, Computer Information Systems, Management Information Systems, Mathematics, Engineering, or a related field.

Experience – Minimum of three (3) years progressively responsible planning, eliciting, developing, testing, documenting, managing, or modeling business requirements.

Substitution Note – Additional work experience of the type described may be substituted for education on a year-for-year basis. Technical training in the above experience activities may be substituted for experience on a year per year basis.

This position is eligible for remote work in the state of Texas (subject to change). Must attend meetings/training at headquarters in Austin, Texas as required by management.

REGISTRATION, CERTIFICATION AND/OR LICENSURE

A valid Class "C" driver's license is required. If not currently a Texas resident, must obtain a Texas Driver's License within ninety (90) days after entering Texas as a new resident. A satisfactory driving record is required for operating state or personal vehicles to conduct department business.
