Job Summary:Under the direction of the Bridge Preservation Manager, manages and directs the work activities of a bridge inspection section. Oversees the inspection schedule and quality control and assurance processes of the inspection section.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:Plans the functional activities of Bridge Inspection Section staff by creating inspection teams, assigning work to and preparing schedules for achievement of work objectives. Establishes measurements of product quality. Administers all personnel activities of the section, such as evaluations, coaching, time sheets, leave applications, and hiring.
Manages the inspection program's budget and assigns consultant inspection tasks as the on-call consultant project manager. Performs review of staff and consultant assignments and reporting and provides feedback to address issues with meeting inspection activities and objectives. Serves as the Tunnel Program Manager.
Reviews and oversees the development and maintenance of bridge and tunnel inspection guidelines and initiates changes when needed. Ensures uniform compliance and use of the guidelines between the staff and consultants. Serves as the quality assurance manager as part of the bridge and tunnel inspection quality program.
Provides guidance and direction regarding inspection requirements per the National Bridge and Tunnel Inspection Standards. Implements and maintains up-to-date knowledge of technical issues and inspection specifications and manuals. Establishes and coordinates training needs for staff in technical, professional and personal areas.
Attends staff meeting of the State Bridge Engineer and Preservation Service area staff meetings. Participates in problem solving and decision making for the Group. Participates in development and implementation of group measurements. Drive a state vehicle in the course of State business.
Meets with representatives of FHWA, consultants, other government and private sector representatives to discuss bridge and tunnel inspection issues. Disseminates highly technical information and keeps abreast of technical developments.
Attends professional seminars and conferences. Assists Testifies in court or formal hearings as an expert witness in bridge and tunnel inspection.

Knowledge:
- Advance technical knowledge of the principles and practices of Civil and Structural Engineering as applied to the analysis and design of highway bridges and appurtenant structures
- National Bridge and Tunnel Inspection Specifications.
- AASHTO and FHWA Bridge Inspection Manuals.
- Safety practices, methods, procedures and techniques utilized in management of assigned resources
- Federal and State statutes and regulations and agency standards, policies, procedures pertaining to area of assignment.
Skill:
- Organizational theories and practices to provide leadership, motivation and vision to all Section employees
- Organizing, planning and leading a staff of highly skilled professional and technical workers
- Developing and implementing policies and procedures with effective verbal and written communications that encompass a broad spectrum of administrative and interpersonal relations and responsibilities including analytic and interpretative.
Ability:
- Communicate clearly and concisely with a range of professional and governmental representatives and the public
- Represent the Department in a positive manner by establishing trust and positive perceptions through use of extensive knowledge of the Department it's functions, activities, policies and objectives
- Analyze and evaluate a wide variety of engineering data
- Develop and implement appropriate standards, procedures, and priorities for work assignments
- Ability to use Google Workspace.
- Ability to coach and develop employees, including continuous improvement practices and principles.
Bachelor of Science Degree in Civil Engineering
A minimum of 2 years experience as a Senior Bridge Engineer (Transportation Engineer 1).
This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
Registered Professional Engineer (Civil) in the State of Arizona or eligible for reciprocity.
Certified Bridge Inspector for the Safety Inspection of In-Service Highway Bridges.
