InTulsa Initiative, LLC is participating in the initiative known as "Tulsa For You and Me" (TFY), which is collection of talent attraction and economic growth programs dedicated to building a vibrant and inclusive Tulsa. Operated under the George Kaiser Family Foundation (GKFF), TFY’s nationally recognized programs include Tulsa Remote, Tulsa Innovation Labs, inTulsa, Build In Tulsa, Atlas School, Campus Tulsa, and Tulsa Service Year.

About the Role

As a Technical Project Manager & Scrum Master, you will drive the execution of high-impact technical projects while ensuring Agile best practices enable smooth workflows and collaboration. This role blends structured project management with Agile facilitation, requiring both big-picture thinking, effective communication, and exceptional attention to detail.


You’ll partner with teams across Integrated Strategies, which is comprised of RAD (Research, Analytics, and Data), Tech (architecture and development), and Business Operations, ensuring technical initiatives are well-scoped, prioritized, and executed efficiently to deliver impact. 


Beyond execution, you’ll also improve how work gets done—optimizing Jira workflows for technical teams, Asana for program collaboration, and key project resources like BRDs and execution templates to drive consistency across initiatives. You’ll manage schedules, facilitate discussions, and keep projects moving forward by removing blockers and enforcing clarity at every stage.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Scrum Master Responsibilities

  • Facilitate Agile execution – Lead sprint planning, backlog refinement, daily stand-ups, retrospectives, and continuous improvement efforts.
  • Optimize Jira workflows & work structure – Design and manage Jira systems, automate workflows, enforce SLAs, and organize projects into epics, user stories, and tasks for clear prioritization and execution.
  • Drive Agile best practices – Support teams on Scrum principles, foster an Agile mindset, and implement strategies to improve velocity, quality, and efficiency.
  • Remove impediments & improve flow – Identify and resolve blockers, manage dependencies, and ensure smooth team collaboration.
  • Ensure transparency & cross-team alignment – Maintain real-time visibility into progress through Jira dashboards, sprint metrics, and structured updates while fostering collaboration between technical and business stakeholders.


Project Management Responsibilities

  • Oversee a dynamic portfolio of high-impact technical projects (1–6 months each), driving end-to-end execution while serving as the primary liaison for program stakeholders. Align efforts across RAD, Tech, and Business Operations to ensure seamless coordination and delivery via frameworks such as release management.
  • Translate program needs into clear project plans with defined scope, success metrics, and execution strategies. We use Asana for program stakeholder collaboration and Jira for technical team workflows.
  • Track progress, manage logistics, and ensure accountability—Proactively resolve bottlenecks, escalate risks, and keep projects on track by coordinating schedules, managing calendar invites, preparing agendas, and ensuring the right stakeholders are engaged at the right time.
  • Standardize key project resources, maintaining BRD templates, execution frameworks, and other tools (e.g., functional specs, risk assessments, implementation roadmaps) to support consistent project definition and management.
  • Integrate Agile and structured execution, balancing flexibility with project management best practices to optimize delivery.
  • Other duties as assigned.

Requirements

KNOWLEDGE EXPERIENCE AND SKILL REQUIREMENTS

  • 5+ years of experience in technical project management and Agile execution, with a mix of Scrum Master and structured PM responsibilities.
  • Expertise in Jira and Asana for Agile execution and project management—Skilled in Jira administration, backlog management, automation, and reporting, as well as Asana for project roadmaps and stakeholder collaboration
  • Strong understanding of the Software Development Life Cycle (SDLC), release management, and DevOps.
  • Exceptional attention to detail and execution discipline, including demonstrable experience managing project logistics such as scheduling, calendar coordination, stakeholder engagement, meeting agendas, and post-meeting communications.
  • Experience developing and maintaining standardized PM resources (e.g., BRDs, execution frameworks, risk assessments, implementation roadmaps) to improve consistency and efficiency.
  • Strong facilitation and stakeholder management skills, capable of translating complex technical work into actionable insights for non-technical audiences.
  • Relevant certifications preferred (e.g., Certified Scrum Master (CSM), PMP, SAFe, ITIL, PMI-ACP).
  • Experience in startup-like, high-growth environments, with the ability to balance structure and agility in a fast-paced setting with nascent systems and ways of operating. 



Salary:

The anticipated salary range between $101,000 - $130,000.

 


Hours & Location:

  • This is not a fully remote position as we work in a hybrid office environment. In-Office and hybrid/flexible schedules are based on business need, staff readiness, and approved by one's supervisor.
  • You must live in or be able to relocate to Tulsa, OK or the surrounding area and work from the office at least 3 days per week. 
  • This is a full-time position with an expectation of working 40 hours per week.
  • The typical hours of operation are 8:00 a.m. to 5:00 p.m.
