Technical Project Manager (Lead Tester)

Description

The Technical PM (Lead Tester) will help provide Information Technology Support Services (ITSS) with the end goal of providing consistent support to project managers, project officers, task leads, and the management staff throughout all phases of the Enterprise Performance Life Cycle (EPLC) framework. Currently, different contractors comply with the EPLC differently and do not understand how to find the appropriate templates and the information that is required to efficiently conduct stage gates and other EPLC reviews.


Summary of Major Job Functions

  • Non-technical activities: Plan and support specific business, management, functional, technical, and professional or policy areas of the project. Identify issues, conduct analysis and assessments, and provide inputs to program/project leaders.
  • Technical activities: Lead the project testing. Review and edit the project testing scripts. Analyze the testing results and communicate with testing team, federal project manager and COR, business group, and the vendors. Lead the automated testing proof of concept phase. Provide automated testing script code review and provide suggestions. Provide training to testers from other offices. Provide testing script and UAT and analyze the results. Review EPLC documentation and provide technical feedback.

Primary Responsibilities

  • Candidates must be willing to work regular business hours synced with Eastern Standard Time.
  • A successful candidate must have a background in engineering, computer science, etc. The role includes requirements analysis, testing (system functional, performance/load, UAT, manual, automated regression), implementation oversight, and technical analyst support function.
  • Plans, organizes, directs, and controls the project/program to ensure all contractual obligations are fulfilled, quality standards are met, and associated expectations of performance are achieved.
  • Key responsibilities include:

                  Developing schedules.

                  Formulating work plans.

                  Risk tracking and mitigation.

                  System testing (overseeing and performing).

  • Excellent communication skills.
  • Experience working in an Agile workflow environment.
  • Experience with enhancing and modernizing legacy systems.
  • Experience with research, compilation of findings, and recommendations required.
  • Experience initiating outreach and maintaining relationships with cross-functional teams required.
  • Must have demonstrated experience with materials/deliverable creation and editing in plain language. Deliverables include how to guides, step-by-step one pagers, etc.
  • Coordinate training as needed.
  • Assist with documentation and the production of deliverables and artifacts.
  • Assist with documenting standard operating procedures and user guides.
  • Assist with communication management, including plans and documentation, feedback loops, executive briefings, and SharePoint posting.
  • Assist with aiding the government in the evaluation and analysis of division and program efficiencies, evaluation of level of effort, costs, demand, or other drivers that may be identified.
Requirements
  • 7-10 years of experience
  • BA/BS from an accredited university in a related field

  • In order to meet the clearance requirements for this opportunity, candidates must be authorized to work in the U.S.

  • The salary for this position is $95,000 - $130,000 annually
