Technical Officer II, Pre-Primary and Primary Education

Job Summary:

The Global Education department is seeking a Technical Officer II to support education projects in Sub-Saharan Africa. The Technical Officer will be responsible for a variety of technical tasks, including designing and developing training manuals, designing and co-leading the development of teacher guides and student books; liaising with project partners across technical areas including literacy and math instruction, remedial education, disabilities and inclusion, and monitoring; liaising regularly with team members; supporting the development of monitoring tools; and performing other work as assigned. The Technical Officer II will also support business development opportunities, including background research and proposal writing support.

Position also open to those based in countries within Sub-Saharan Africa

Accountabilities:

Technical Requirements and Project Implementation

  • Support the design, development and implementation of basic education and youth education programming, with a focus in literacy and mathematics and with cross cutting elements of SEL, UDL, and GESSI.

  • Support the design and development of teaching and learning materials such as teacher guides and learner books/textbooks, supplementary readers, and other classroom materials, including writing lesson activities, lesson plans, and building field staff capacity to develop and plan lessons

  • Support the design and development of in-service and/or pre-service training modules and resources to orient teachers, tutors, coaches and/or stakeholders to our materials or approaches. May include drafting training sessions, copyediting, and formatting.

  • Liaise regularly with partner organizations, ensuring linkages between FHI 360 technical work and partner work on other technical areas

  • Collaborate with the monitoring and evaluation team to integrate research and best practices into trainings and materials

  • Travel within sub-Saharan Africa to co-lead workshops and trainings

Business Development and Client/Funder Support

  • Conduct background research to a landscape analysis; research partners and competitors

  • Draft sections of technical proposals

  • Assist with co-design of technical design sessions

  • Collaborate on a monitoring and evaluation plan for project being designed

  • Liaise with regional office on staffing and budget; and other activities as required

Project/Program Reporting

  • Assist with preparing inputs for client reports

  • Assist with compiling and creating technical content (reports, presentations, manuscripts, blog posts, etc.)

  • Draft technical briefs, reports, or other necessary materials to facilitate best practices, policies, and procedures

Quality Assurance

  • Review work by project staff and partners and provide timely and constructive feedback

  • Collaborate with the monitoring and evaluation team to integrate research and best practices into trainings and materials

  • Respond to internal and external requests from staff and partners

  • Perform other duties as assigned

Applied Knowledge & Skills:

  • Development of scope of work and deliverables for partners, consultants, etc.

  • Ability to understand and interpret data and prepare reports required

  • Ability to build rapport internally and externally with staff and partners required

  • Proficiency with on-line search tools required.

  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.

  • Articulate, professional and able to communicate in a clear, positive manner with clients and staff.

  • Excellent organizational and analytical skills.

  • Demonstrated proficiency with using Microsoft Office Suite required.

  • Ability to solve problems and implement corrective action as needed.

  • Demonstrated ability to work in developing contexts required

  • Ability to work independently and proactively.

Education:

  • Bachelor's Degree or its International Equivalent in  Education, or Related Field. Master’s degree preferred

Experience:

  • 4+ years of relevant experience managing data collection and technical assistance experience

  • Strong grasp of key concepts in literacy, mathematics, and general pedagogy required

  • Must be able to read, write, and speak fluent English and French. Spanish proficiency will be considered.

  • Teaching experience, experience in curriculum development and experience in teacher education and development preferred

  • Prior work experience in a non-governmental organization (NGO), government agency, or private company.

  • Experience working in Sub-Saharan Africa strongly preferred.

Typical Physical Demands:

  • Typical office environment.

  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.

  • Ability to sit and stand for extended periods of time.

  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • 10% - 25%

The expected US Based hiring salary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget. 

 

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

 

US Based Hiring Salary Range: $68,000 - $88,000

International hiring ranges will differ based on location.
