Tax System Implementation Technical Business Analyst / Programmer

Overview
Our State Government Practice Group (SGPG) is seeking an experienced technical business analyst / programmer to assist a potential state government agency client with implementation of a new statewide tax system. You should have knowledge and experience with programming, developing program specifications, validation of program output, Natural, COBOL, JCL, and SQL. The candidate filling this position must be within daily commuting distance of, or be willing to relocate to, Trenton, New Jersey and is expected to work on-site at the client location 80%-100% of the time.
You will apply your knowledge and experience to support our state government client in implementing its chosen tax system (and transitioning from its custom-built mainframe application that was built using COBOL) through helping to support the project team, as directed/delegated by our assistant project manager. This will require providing advice and guidance to our state government client, working in collaboration with the tax system vendor. You will bring a mix of expert-level technical/programming capabilities, exceptional organizational and self-management qualities, strong leadership and teamwork capabilities, and effective written and verbal communication skills.
Travel expectations: For the above-described project, 80%-100% of the time to the client’s office in Trenton, NJ. After the above-described project ends, approximately 50% travel to future client sites is anticipated.
You Will
As a Tax System Technical Business Analyst / Programmer, you will:
- Meet with business community to understand programming business requirements.
- Define program specifications for programming resources.
- Review program code to ensure code meets business needs.
- Perform assessment and validation of program output.
- Develop data driven reports and recommendations.
- Assist in programing related activities tied to interface development, data conversion, execution, and support.
As an SGPG team member, you will:
- Serve as a technical resource for future state government clients across the country, supporting client work and deepening our team’s experience and knowledge.
- In partnership with our internal team, respond to state government opportunities.
- Participate in marketing and business development activities, including writing blog posts and leading and participating in prospective client business development meetings.
You Have
- Three or more years’ experience with programming, developing program specifications, and validation of program output.
- Experience with Natural, COBOL, JCL, and SQL.
- Knowledge of quality assurance/control procedures and demonstrated proactive problem management skills.
- Experience facilitating meetings with large groups.
- Proficiency in all Microsoft (MS) applications including MS Project and MS Visio.
- Ability to balance multiple assignments and achieve quality results in a timely manner.
- Knowledge of various SDLC methodologies and related processes/artifacts.
- Demonstrated critical thinking and logical reasoning skills.
- Ability to use problem-solving and root-cause analysis skills to identify project risks/issues and develop/communicate recommendations to address them in a constructive manner.
- Ability to build and sustain positive working relationships with diverse teams.
- Ability to draft client-facing reports/communications in a professional/constructive manner
Compensation Details
The base salary range targeted for this role is $110,000–$140,000. This salary range represents BerryDunn’s good faith and reasonable estimate of the range of possible compensation at the time of posting. If an applicant possesses experience, education, or other qualifications in excess of the minimum requirements for this posting, that applicant is encouraged to apply, and a final salary range may then be based on those additional qualifications; compensation decisions are dependent on the facts and circumstances of each case. The salary of the finalist selected for this role will be based on a variety of factors, including but not limited to, years of experience, depth of experience, seniority, merit, education, training, amount of travel, and other relevant business considerations.
