Position Overview
The Supervisor of Special Programs is responsible for overseeing the development, implementation, and management of special education programs across the Stellar Virtual Schools. This role involves providing leadership, guidance, and support to special education staff, ensuring compliance with federal and state regulations, and working collaboratively with administrators, teachers, and parents to meet the diverse needs of students with disabilities. The Lead Supervisor also plays a key role in staff development, program evaluation, and ensuring equitable access to services for all students.
Essential Position Functions

- Provide leadership and supervision to special education teachers, paraprofessionals, and support staff across the district.
- Assist in the recruitment, training, mentoring, and evaluation of special education personnel.
- Support the professional development of staff by organizing and delivering training sessions and workshops.
- Oversee the development, implementation, and evaluation of Individualized Education Programs (IEPs) for all students receiving special education services.
- Monitor and ensure compliance with the Individuals with Disabilities Education Act (IDEA), Section 504, and other applicable state and federal regulations.
- Collaborate with school principals and general education staff to integrate special education programs and services effectively within the school curriculum.
- Review and approve modifications, accommodations, and interventions to support student success.
- Act as the primary point of contact between the special education department and other district stakeholders, including administrators, teachers, parents, and external agencies.
- Facilitate and participate in meetings related to special education, including ARD/IEP meetings, parent conferences, and administrative reviews.
- Communicate regularly with parents and guardians to address concerns, provide updates, and ensure collaborative decision-making regarding student progress.
- Monitor student progress and use data to make informed decisions about program adjustments and instructional strategies.
- Prepare and present reports on special education program effectiveness, compliance, and student outcomes to district leadership and the school board.
- Ensure accurate record-keeping and reporting related to special education services, including maintaining confidentiality of student information.
- Ensure all special education services comply with company policies and federal/state regulations.
- Serve as an advocate for students with disabilities, ensuring they have access to necessary resources and services.
- Investigate and resolve issues related to special education services, complaints, or disputes in a timely and equitable manner.
Required Skills, Knowledge, and Abilities
- Strong knowledge of IDEA, Section 504, ADA, and state regulations to ensure program compliance.
- Proven ability to lead and support special education teachers and staff, including mentoring, coaching, and performance evaluations.
- Skilled in overseeing IEP processes, including planning, implementation, and evaluation of accommodations and instructional methods.
- Ability to analyze data to monitor student progress and enhance program effectiveness.
- Strong verbal and written communication skills to work collaboratively with administrators, parents, and external agencies.
- Experience resolving special education-related issues with fairness and empathy.
- Experience organizing and delivering training for special education staff.
- Detail-oriented with proficiency in maintaining confidential records and preparing reports.
- Ability to work as a team player, advocating for students with disabilities and promoting access to necessary resources.
Education & Certification Requirements
- Master’s degree in Special Education, Education Administration, or a related field.
- At least 5 years of experience in special education leadership or program management, ideally within a school district or virtual education setting.
- Licensure in special education administration or a relevant field.
