The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a State Licensing Surveyor. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.

Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:
• Inspecting 1 to 10 sites per day to assess compliance with life-safety standards (Title 6, Chapter 18, Article 7). Each inspection takes approximately 30-45 minutes to complete, depending on the size of the homes or premises, and on the condition of the location.
• Driving to and from each site scheduled for a life-safety inspection. Efforts are made to group inspections geographically; however, significant time may be spent driving to inspection locations which may be anywhere in the state (Kingman, Chinle, Yuma, Douglas, Show Low, etc.).
• Completing inspection reports during each inspection to document and share a record of finding. The inspection is currently documented using pen and approved forms, however, OLCR will be adopting an electronic computer-based system for recording findings.
• Communicating findings with care providers to help them understand life-safety requirements and to assist them in correcting violations. Communicating outcomes with agency personnel so that they can follow up on verifying corrections.

Knowledge, Skills & Abilities (KSAs):

Knowledge in:
• Life-Safety Standards: Title 6, Chapter 18, Article 7, Principle of Sanitation, Disease control.
• Regulated human services areas, e.g. foster, child welfare, or services to individuals with developmental disabilities.
• Fire and structural safety codes and standards, Statewide geography.
• Community resources, including other state agencies, advocacy groups, networking and provider associations.
• Various computer software programs including use of the Internet and Quick Connect.


Skills In:
• Conducting inspections investigations, and the use of regulatory methods; communicating orally and in writing in a manner that can be readily understood.
• Documenting observations in clear, factual and detailed terms; explaining technical information in plain language.
• Recognizing, assessing and enforcing statutes and life-safety rules; decision-making during potentially antagonistic situations.
• Educating providers, agencies, and licensing/certification personnel on life-safety requirements; Driving safely under a variety of conditions (in traffic, long distance, in extreme weather).
• Using effective time management to ensure completion of a thorough inspection within reasonable amount of time.


Ability to:
• Confidently apply and enforce State laws and regulations applicable to the life-safety inspection.
• Apply standards in various regulated environments.
• Work independently when assessing compliance and communicating findings.
• Drive extended distances to locations that may require overnight stays.

Selective Preference(s):

The ideal candidate for this position will have:
• Experience directing or regulating licensed or certified human care services OR bachelor’s or a master’s degree in health science, Public Health, Fire Science, OR closely related field and related experience in Human Care Services.

Pre-Employment Requirements:

• If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to Driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operated a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) (R2-10-207.12).
• Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency's ability to reasonably accommodate any restrictions.
• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
