ICF is currently seeking a Staffing and Training Manager to work on a national technical assistance project.  The purpose of this project is to develop and maintain a national case coordination program which provide child welfare-based recommendations for unaccompanied children in Office of Refugee Resettlement (ORR) custody, particularly in the areas of safe and timely release, identification of children with special needs and development of corresponding recommendations, and placement recommendations. The Staffing and Training Manager will use his/her expertise to manage staff hiring, clearances, orientation, and ongoing training needs across the project.  This includes the development of tools and supports to operate all facets of the case coordination program.  This position supervises the Staffing and Training Coordinator.

The successful candidate will have a broad knowledge of project management, staff engagement, and training.  The Staffing and Training Manager will work closely with and under the oversight of the Deputy Project Manager to execute essential staffing and training strategies through the development of materials and processes for effective staffing and training. The position is fully remote.

Key Responsibilities

Staffing and Training Manager responsibilities include:

  • Develop and implement strategies related to clearance tracking and documentation.
  • Create a system that ensures Case Coordinators receive training and orientation on the Case Coordination Hub, ORR’s database/system of record and Tableau TKPI, within 10 calendar days of hire date.
  • Develop and implement strategies related to case coordination training and related topics, including a comprehensive orientation and ongoing training plan.  Ensure all contract deliverables related to stafffing and training are on time and of high quality.
  • Work collaboratively across case coordination teams to identify knowledge gaps and training needs.
  • Oversee training development related to case coordination duties and other supportive topics related to the care and support of unaccompanied children.
  • Coordinate all work with SMEs and partners in developing and delivering training related materials and services.

Basic Qualifications 

  • Master’s degree in social work, public administration, or related field which requires an understanding of written communication. A bachelor’s degree with 5 years’ experience in a similar role can be substituted for a master’s degree.  
  • A minimum of 3 years managing projects, tasks, or equivalent of project management such as managing multiple aspects of deliverables, deadlines, and partner relationships  
  • A minimum of 2 years’ experience working with national training and technical assistance efforts.
     

Preferred Skills 

  • Experience in project management, communication, and outreach.
  • Education and/or experience in the application of race equity, diversity, and inclusion of social justice strategies in human service settings.
  • Working knowledge of the unaccompanied children’s program and roles within the ORR system. 
  • Experience working for a refugee program.

  • Experience with training, curriculum development, and facilitation.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$65,416.00 - $111,207.00
