Role Responsibilities

Reporting to the Manager of Enterprise Licensing and Compliance, the Software License Compliance Analyst is accountable for the establishment and operations of processes for maintaining compliance with software licensing and support agreements and, in some cases, agreements for the support of underlying IT infrastructure.

In this position you will work in a fast-paced environment and be responsible for understanding license and support agreements, analyzing license entitlements and software deployments, reviewing and maintaining software license compliance, and contributing to optimizing the GoA software environment. You will assist business areas with understanding and complying with software licensing requirements, optimizing their software licensing, verifying their license compliance and providing advice related to software agreements and purchases. The scope of analysis will include hardware support and software licensing both on premise and in the cloud.

This position will work internally with members of the Enterprise Licensing and Compliance team, with GoA project and IT operations teams, and with representatives from Agencies, Board, Commissions and Legislative Offices.

Ability to work with a high degree of independence and self-direction within a framework of defined objectives, deliverables and timelines is essential.  Success requires the ability to investigate issues, identify and analyze software and organizational relationships, identify the optimal solution, and work with stakeholders for its implementation. Previous experience with software asset management, software licensing, contracts and agreements, software procurement, deployment and software asset management are desirable.

Responsibilities in this position include, but are not limited to:

  • Working with members of the Enterprise Licensing and Compliance team and front-line staff to understand software entitlements, review usage, and identify and resolve common compliance issues
  • Managing software licensing costs through analysis of usage, reallocation of licensing, and providing recommendations for lower cost alternatives to current solutions
  • Providing guidance to project, technical, application support, and workstation and server operations teams on purchasing and deployment of software
  • Maintaining accurate inventory of IT assets and licensing data for response to licensing inquiries, providing licensing recommendations, and reporting.
  • Maintaining alignment with cross-government standards and directives
  • Creating and maintaining process documentation that aligns with current industry best practices for technology implementation and compliance
  • Continually improving and maintaining your knowledge of vendor licensing requirements and licensing models and communicating the requirements, changes or impacts of those changes to others.

Role Responsibilities Continued

To be successful in this position you will demonstrate:

  • Excellent ability to research, organize and analyze information, identify and evaluate options, and problem-solve
  • Proven ability to work effectively both on a team and independently, meet objectives and deliverables, and adhere to timelines
  • Ability to exercise judgement and discretion while working with a high degree of independence within broadly-defined operational boundaries
  • Ability to communicate accurately, concisely, and unambiguously to individuals possessing varying degrees of systems understanding and levels of responsibility within the organization
  • Excellent attention to detail and ability to continually maintain orderly and accurate records.
  • Broad understanding of cloud and on-premise licensing concepts and understanding of  legal concepts and requirements associated with software licensing agreements.

Due to the high variability between software licensing agreements, pace of change in the IT industry, and requirement for GoA business areas to continually evolve IT service offerings, this position requires a high level of flexibility and adaptability.  Changing requirements will not allow all situations to be anticipated, therefore the successful candidate must possess the ability to exercise good judgement and discretion when applying previously approved approaches to new situations.
