Senior Technical Program Manager

Herndon, VA (Hybrid/Remote/Onsite)

Dark Wolf Solutions is looking for a Senior Technical Program Manager to join our team. The candidate should have in-depth Government Contracting experience, and experience managing large technical teams including establishing and executing project plans, hiring and onboarding system engineering and software development personnel, managing program costs and budgets, and working closely with customer stakeholders to review program status, risks, and gather/incorporate feedback. Day to day tasks will require blending commercial strategy experience, knowledge of the federal landscape, and PMO support with leading-edge technical capabilities. The successful candidate will be capable of supporting multiple different DevSecOps initiatives and provide direct support to senior executives. This position is based out of Northern Virginia but is expected to be primarily remote. 

Tasks may include assisting with:

  • Managing a team of personnel to assist the client in the development and implementation of an innovative, executable, agile strategy to deploy IT infrastructure and DevOps services and solutions.
  • Leading personnel within the following disciplines: DevOps engineering, Platform Engineering, and strategic communication.
  • Interacting with all stakeholders on the program, including engineers, developers, other vendors/contractors, security, and executive level sponsors.
  • Assisting with management of subcontractor relationships and documentation, to include approving invoices, coordinating NDA and subcontract documentation, reviewing Monthly Status Reports, and monitoring budgets.
  • Updating and maintaining project management artifacts, such as, risk registers, budgets, staffing plans, etc.
  • Demonstrating creative thinking and problem-solving skills.
  • Communicating in an organized and knowledgeable manner in written and verbal formats.
  • Identifying and addressing client needs while displaying the ability to contribute to the development of a business vision and manage implementation efforts.
  • Managing and/or contributing to project planning.
  • Communicating in an organized and knowledgeable manner in written and verbal formats.
  • Managing tactical and strategic project planning efforts to grow the program.
  • Traveling to additional program sites across the country.
Required Qualifications:
  • 10+ years of relevant professional experience, including Department of Defense initiatives
  • 3+ years of direct Program Management experience
  • Previous experience leading teams of software and platform engineers
  • Knowledge and understanding of Agile/Scrum development 
  • Foundational knowledge sprint/issue management with GitLab Issues
  • Ability to articulate DevSecOps practices, GitLab CI/CD, pipeline security tools, SonarQube, Snyk, container scanning, code quality scanning, SAST, DAST
  • Experience in Kubernetes, Rancher/RKE2 environments
  • Experience working in cloud environments including using AWS, Cloud One, GovCloud 
  • BA/BS degree in a technical or managerial field
  • US Citizenship and eligibility for a Secret security clearance or higher level clearance

Desired Qualifications:

  • Project Management Professional Certification(s)
  • Certified Scrum Master or other relevant Scram Master certifications
  • Masters degree in a technical field
  • Deep understanding of cloud environments from major cloud service providers, such as AWS, GCP, or Azure
  This position is based out of Herndon, VA but will be a primarily REMOTE opportunity. The expected salary range for this position is between $140,000 - $170,000 commensurate on experience.
