The American Heart Association has an excellent opportunity for a Senior Health Care Quality Measures Manager supporting our team at our National Center in Dallas, TX! This role can be home based.

 

This position implements the Association’s Measures Program to develop and maintain the measures and registries in the Association’s suite of quality programs: GWTG Stroke, Heart Failure, AFib, Resus, Mission Lifeline, Ambulatory Quality, and certification/accreditation programs. This includes measuring concept development, specification, review, and converting volunteer quality improvement concepts into actionable plans, measures, and products. This position works with data quality, use, and other compliance processes. This position is a frequent liaison between the Quality and Advocacy and Science organizations supporting measure surveillance, workgroup nominations, and comments. Supports the Director of Quality and Health IT to further the department's Strategic Plan. Participates in the national measure and registry committees as determined by the Director of Quality and Health IT. Works with the NQF endorsement process.

Responsibilities

  • To create and implement a specific HIT strategic plan supported by volunteers and Senior Management, aligning with Quality and Health IT’s overall strategic plan. With the HIT strategic plan, we will be expected to communicate in writing and verbally to senior Management, Volunteers, QSIAT, and the NC Quality team the obstacles, successes, and the timeframe for completion.
  • Will be expected to positively position the Association in the performance measures and Pay for Performance domains; collaborate with (under the guidance of the VP of Programs and Operations of the Association’s Science Leadership, Internal Advocacy, Office of Public Advocacy, and other internal and external groups/partners.
  • Ensure the measures team continuously updates the master list of CV measures and creates and maintains reporting to senior management on the measures library and the status of measures in progress by developing and implementing written workflows, policy documents, and project plans.
  • As directed, support the organization’s work on these national activities (and others as deemed appropriate via the annual Quality Agenda)
  • In collaboration with volunteers and the organizations staff (measures, research, and Healthcare Information Technology (HIT) staff) operationalizes quality measure concepts and evidence into detailed measure specifications for implementation in the organization’s quality programs.
  • Contribute to the design, development, and testing of clinical quality measures.
  • Provide strategic and technical expertise related to digital quality measures.
  • Analyzes existing program measures to identify potentially unnecessary variance and gaps in measures.
  • Assists in monitoring relevant national programs such as the Center for Medicare/Medicaid Services (CMS): Merit-Based Incentive Payment System (MIPS) and, Hospital Inpatient Quality Reporting Program (HIQR); as well as The Joint Commission; Million Hearts; etc. for changes that may impact the organizations measures or programs.
  • Coordinates with others from the organizations staff to communicate changes in national programs and impact to volunteer workgroups and other organizations staff members.
  • National Quality Forum representation and account management.
  • National Committee for Quality Assurance Committee on Performance Measures support to the Association’s science
  • Execute or co-lead (under Director, Quality and Health IT guidance) appropriate demonstration projects (with AMA, CMS, AHRQ, etc. for the Association’s participation).
  • Support the Director, Quality and Health IT to drive the Association’s guidelines into practice beyond GWTG proactively, e.g. Ambulatory Strategy and others, as directed.
  • Expected to be the staff lead in communicating with the Office of Public Advocacy on legislative, regulatory and relationship strategies to drive the organization’s Quality Agenda.

Qualifications

  • Bachelor’s degree or equivalent work experience.
  • Five (5) – Eight (8) years of experience related experience.
  • Excellent Oral and Written communication skills.
  • Ability to successfully manage teams, drive performance, and foster a positive, collaborative work environment.
  • Ability to mentor and develop talent while effectively leading through change.
  • Project Management skills.
  • Experience with MS Office Products – Word, Excel, PPT.
  • Ability to do research and analysis.
  • Ability to take high level information and make relatable for the entire Quality and Health IT team.
  • Ability to travel up to 15% local and overnight stay.

 

Preferred Skills:

  • Health IT related knowledge/skills such as electronic medical records, medical coding and/or standard nomenclatures, such as SNOMED, ICDCM, CPT, LOINC and RXNORM.
  • Advanced skills in data analysis, including the ability to lead measure testing (reliability and validity) projects using.
  • Familiarity with the Partnership for Quality Measurement (PQM) measure submission and the endorsement process.
  • Experience working with committees and volunteers - Represent quality measure development research teams in areas of expertise on calls with measure stewards and other stakeholders; ensure clear documentation and communication of action items for the broader team and tracking to completion.
  • Clearly communicate with external stakeholders, volunteers, and team members orally and in writing and represent the organization in a professional manner.
  • Strong presentation, professional development delivery, and facilitation skills.
  • Strong organizational and interpersonal skills including strong communication skills with the ability to produce concise, high-level summaries and briefings; track concurrent sequential tasks through to completion; and regularly share progress updates with a larger team.
  • Ability to work independently and in a team environment to design, analyze, and report on projects.
  • Ability to mentor/teach measure authoring and testing skills and the quality measurement lifecycle.
  • Ability to identify risks to projects and timelines.
  • Excellent time management skills, ability to prioritize projects and to consistently meet deadlines.
  • Strong attention to detail and commitment to accuracy when writing.

Compensation & Benefits

The expected pay range will be $90,000.00 to $120,000.00 Pay is commensurate with experience; geographic differentials to the pay range may apply.
