Senior Finance and Operations Manager (Part-time)

ICF is seeking a Senior Project Finance and Operations Manager to support U.S.-based and international project teams in their financial forecasting and reporting, project monitoring, and operations. The manager will serve as a liaison between the project team and corporate business services.

Responsibilities: 

  • Assist project managers with budgeting activities and forecasting and monitoring spending

  • Ensure that project activities are progressing according to work plans

  • Support international procurement: initiating and monitoring subawards

  • Reconcile project expenses

  • Liaise between project staff and corporate business services (e.g., legal, procurement, international operations, information and technology support, security, and human resources)

  • Ensure that project staff follow ICF corporate policy and client regulations

  • Establish new international offices

  • Able to travel internationally approximately 15% of the time.

  • Able to communicate in written and oral English

Qualifications:

  • Bachelor’s degree in business administration, finance, accounting, commerce, international relations, or related field 

  • 8+ years of experience managing project financial and operations 

  • 8+ years of experience supporting projects based in low- and middle-income countries

  • 8+ years of experience supporting U.S. government contracts, cooperative agreements, or grants

Preferred Qualifications:

  • Master’s degree in related field

  • Experience working in sub-Saharan Africa

  • French communication skills
