Ocean Associates, Inc. (OAI) is seeking a candidate to assist the National Marine Fisheries Service (NMFS) Office of Protected Resources (OPR) Permits and Conservation Division in Silver Spring, MD. OAI supplies personnel support services on contract to government and industry clients for marine fisheries and protected species/

DUTIES:
Provide support to advance more efficient and timely reviews of offshore wind development and infrastructure projects and assist with the processing of incidental take authorizations (ITA) requests pursuant to Section 101(a)(5) of the Marine Mammal Protection Act (MMPA).
Specifically:
- In conformance with NMFS policies, review applications, conduct analyses; review/draft necessary supporting documents; and assist with designing and implementation of tracking mechanisms, as required.
- Critically analyze and/or support the critical analysis of scientific literature, agency documents, and other applicable information to assess impacts of offshore wind development and related infrastructure activities on marine mammals and develop and/or evaluate mitigation and monitoring to support agency findings under the MMPA.
- Support compliance of MMPA ITAs with Section 7 of the ESA, the National Environmental Policy Act (NEPA), the National Marine Sanctuaries Act, the Administrative Procedures Act, and other applicable statutes.
- Assist in the administration and organization of Federal records for these projects generally, and specifically in support of Freedom of Information Act (FOIA) requests and the compilation of administrative records to support litigation for offshore wind development and related infrastructure projects.
- Support program planning, monitoring, technical analyses, improvement, and policy development across Program and Offshore Wind Team, and assist with other Division actions as needed.
Start Date: As soon as possible after completing a background investigation

Salary and Benefits: This is a full-time position with benefits. Salary: $34.00 to $38.00 per hour.
Required Knowledge and Experience:
- Bachelor of Science degree or higher, from an accredited college or university with a major directly related in a field of study. Three (3) years of experience in related field to the stated duties, or combination of education and experience totaling seven (7) years. Education beyond Bachelor’s Degree can be substituted for experience; Master’s Degree and 2 years of relevant experience or PHD and one year of relevant experience.
- Experience related to the understanding of the biology and ecology of marine mammals and the impacts of offshore wind development on marine mammals.
- Working knowledge of the MMPA, ESA, and NEPA
- Experience in technical writing and analysis of scientific information.
- Ability to work independently, reliable, self-starter, self-motivated and strong attention to detail
- Skill in oral and written communication in order to develop and present scientific assessments and analyses.
