Ocean Associates, Inc. (OAI) is seeking a candidate  to support to the NOAA’s  National Marine Fisheries  Service(NMFS), Office of Protected Resources (OPR) in Silver Spring MD. OAI supplies personnel support services on contract to government and industry clients for marine fisheries and protected species.  The employee will support the OPR in providing science and technical  support for  environmental compliance under the Marine Mammal Protection Act (MMPA)  for Fixing America’s Surface Transportation Act  (FAST41) covered projects (e.g., offshore wind and infrastructure.

 Duties:

  • Support and ensures efficient, scientifically robust, and legally defensible environmental compliance for FAST-41 covered projects (e.g., offshore wind and infrastructure), including offshore wind, through the application of biological, ecological, and technical expertise. 
  • Collect, review organize, interpret, analyzes, and synthesizes the best available science addressing the impacts and mitigation of anthropogenic activities (e.g., pile driving, geophysical surveys, explosives) on marine mammals and their habitat.
  • Explore, review, evaluate, develop, and implement, for both internal and/or external use, guidance, methods, tools, and/or analytical frameworks to facilitate and improve the assessment of the impacts of FAST-41 projects on marine mammals and their habitat.

Qualifications :

  • Bachelor of Science degree  or higher, from an accredited college or university with a major directly related in a field of study  
  • (3) years of experience in related field to the stated duties  or combination of education and experience  totaling seven ( 7) years.  Education beyond Bachelor’s  Degree can be substituted for experience. 
  • Experience with some or all of the following: marine mammal science, population biology, the application of risk assessment frameworks to the conservation of protected species, Population Consequences of Disturbance modeling or expert elicitation, statistics, GIS, and/or the use Python, MatLab, or R for various scientific computing purposes
  • Knowledge of or background in implementation of MMPA. 
  • Strong technical writing and communication skills. 
  • Ability to work effectively both individually and collaboratively in a team/group setting.
  • Ability to receive constructive feedback and implement appropriate action

Start Date: As soon as possible after completing a background investigation    

Location: Work may be performed offsite 

Salary and Benefits: These are full-time positions  with benefits. Salary: $34.00 to $38.00 per hour.
