Introduction 

The Parliamentary Security Department (PSD) is responsible for physical and personnel security across both Houses of Parliament and provides support to Members and staff when away from the Estate. Its purpose is to keep Parliament safe and open for business.

PSD sets security strategy provides expert advice and delivers an operational service. It does this in partnership with the Metropolitan Police Service (MPS) and by working closely with the Parliamentary Estates Teams, Serjeant at Arms and Black Rod’s office, Restoration & Renewal teams, the Parliamentary Digital Service, and other key stakeholders.  

The Role 

PSD has jointly developed with the MPS Target Operating Model (TOM) for Physical Security at Parliament. Underpinned by a Threat, Vulnerability and Risk Assessment (TVRA), the TOM sets out a layered approach to physical and operational security on the Parliamentary Estate, ensuring that the different elements of security: physical mitigations, technology, process and operational (MPS and Security Operations) are combined and managed to optimum effect in a systems-based model. 

Some of the responsibilities for this role include:

  • Utilise the TVRA for the analysis, tracking and reporting of physical security risks across the estate both for the ‘as-is’ environment and following future, planned, infrastructure works or operational changes.
  • Scope and undertake ad hoc risk analysis work on specific matters or themes, including assurance of analytical risk work from our partners and supply chain. Identifying trends which will impact the trajectory of the function by making a judgment of what information to escalate.
  • Work alongside the Head of Security Strategy, and Risk and Strategy Adviser, to identify areas for development within the TVRA and make suggestions that could better deliver the risk analysis function, including the links to the measurement of corporate security risks.

Skills and Experience 

To be successful in this role you will demonstrate:

  • Strong quantitative and qualitative analytical skills to meaningfully analyse and interpret relevant data and other information to inform decision-making, and monitor progress.
  • Uses information to identify trends, patterns, problems or risks and draw logical conclusions. Responsibility for resolving issues with quality of information or reporting mechanisms.
  • Proficient in using Office 365 tools such as Excel for analysis, and capability to learn and utilise new applications such as Power BI or other data manipulation and visualisation tools in order to develop innovative ways to present findings.
  • Demonstrates ability to work effectively and collaboratively as a team member to build good working relationships at all levels; adopting a flexible, proactive approach, supporting team goals and objectives.
