The Team  

Our Health Modernization Solutions (HMS) team works side by side with customers to articulate a vision for success, and then make it happen. We know success doesn't happen by accident. It takes the right team of people, working together on the right solutions for the customer. We are looking for a seasoned Scrum Master who will be a key driver to make this happen. 

 

The Work  

Our team will assist HHS and GSA’s Centers of Excellence (CoE) in building a modern IT enterprise architecture with effective data governance and DevSecOps. We will assess the current network, infrastructure, applications, and data, identify strengths, weaknesses, and improvement opportunities, and envision an optimal future IT environment while understanding customer needs. 

Key Responsibilities and Job Duties  

  • Engage with stakeholders to accurately report progress, risks, successes, and failures   

  • Employ scrum ceremonies such as daily stand-ups, sprint planning, sprint reviews, and sprint retrospectives to keep the team aligned and focused on sprint goals and priorities.  

  • Conduct user research, draft user stories and meet with users to validate and enhance them   

  • Breakdown the roadmap into epics and group user stories under them   

  • Work with customers and developers to write user stories which are independent, negotiable, valuable, estimable, small and testable  

  • Manage lightweight, living planning documents, like an Agile Product Roadmap    

  • Responsible for ensuring user stories include acceptance criteria which reasonably covers all areas necessary for complete testing of the new functionality  

  • Maintain strong relationships with clients and stakeholders  

  •  Remove roadblocks for the team.  

  • Assist in breaking down tasks for team and help manage workloads. 

 

Required Qualifications  

  • Bachelor’s degree required  

  • 2 years’ experience leading Agile ceremonies, teams and using Agile tools such as JIRA, or Agile Boards. 

  • 2 years of experience as a Scrum Master, Product Owner, or Product Manager for a software development team  

  • Candidate must be able to obtain and maintain a Public Trust clearance  

  • Candidate must reside in the US, be authorized to work in the US, and work must be performed in the US  

  • Candidate must have lived in the U.S. for three (3) full years out of the last five (5) years 

 

Preferred Qualifications  

  • First level Scrum Master certification (PSM I, CSM) preferred 

  • Excellent written and verbal communication skills  

  • Highly skilled in team facilitation, conflict resolution, implementing best practices, team empowerment and creating a culture of transparency  

  • Federal Government contracting work experience  

  • Prior experience working remotely full-time  

  • Familiarity with AWS Code-related Agile boards.  

  • Flexible and willing to accept a change in priorities as necessary. 

  • Strong verbal and written communication skills 

 

Job Location:  

Remote possible quarterly travel to DC. This position requires that the job be performed in the United States.  If you accept this position, note that ICF monitors employee work locations, blocks access from foreign locations/foreign IP addresses, and prohibits personal VPN connections.
