Resource Development Administrator, Grade 9, $71,047.09 - $99,465.92 per fiscal year, commensurate with experience.

Senior Resource Development Administrator, Grade 11, $81,341.82 - $113,878.54 per fiscal year, commensurate with experience.

Job Description Summary:

This position is responsible for facilitating advisory councils and member
networks for nonprofits and local government units in Region Five, encompassing
cities, counties, and townships. The role involves gathering insights and fostering
collaboration among local leaders to inform resource development planning. Key
duties include analyzing feedback to identify funding opportunities, advising on
policy and program development, and establishing resource distribution metrics.
Additionally, the position oversees community engagement strategies, builds
stakeholder relations, and implements strategic plans for partnerships and
professional education.

Job Description:

Essential Duties and Responsibilities

1. Facilitate advisory councils and member networks for nonprofits and local units of government in Region Five, including cities, counties, and townships.

  • Gather insights and foster collaboration among local government and nonprofit leaders to inform resource development planning.

  • Analyze feedback to identify funding opportunities that meet regional resource needs in accordance with Sourcewell objectives and statutory guidance.

  • Advise on the creation and refinement of policies and programs based on community input and resource development goals.

  • Establish resource distribution effectiveness metrics and implement strategic improvements based on transparent qualitative and quantitative data analysis.

  • Prepare and present reports on outcomes of advisory council decisions and member network recommendations to senior management and stakeholders.

  • Advocate for the inclusion of underrepresented groups to ensure diverse perspectives are considered

2. Provide advisory on community engagement strategies and build stakeholder relations.

  • Implement strategies to effectively collaborate with local government and nonprofit leaders, ensuring diverse community voices are integrated into government decision-making processes.

  • Serve as regional communicator for the Community Solutions team, disseminating comprehensive and timely information about policies, programs, and initiatives.

  • Attend community events, meetings, and forums to represent the Community Solutions team, provide information, gather feedback, and strengthen member engagement.

  • Collect and evaluate feedback on programs and policies to identify areas for continuous improvement in service delivery.

  • Track community relations activities and trends, reporting on engagement outcomes and the impact of resource development on Region 5 communities to senior management and stakeholders.

3. Develop funding strategies that align with Sourcewell objectives and Region 5 needs, including application processes, timelines, and eligibility guidelines.

  • Prepare and share comprehensive announcements for funding opportunities, ensuring clarity on the application process, deadlines, and funding priorities.

  • Supervise the administrative process of funding applications, ensuring fair and consistent evaluation according to established criteria and maintaining a transparent and equitable award process.

  • Manage fund balances, including periodic budget reviews and compliance with funding restrictions and guidelines to ensure proper use of resources.

  • Ensure that all funding programs comply with statutory and administrative guidelines, including performance monitoring, quality assurance, and adherence to reporting requirements.

  • Provide technical assistance to support the distribution of funding dollars, including periodic training sessions.

  • Build relationships with key stakeholders, including state and regional government agencies, nonprofits, community groups, and others, to align funding programs with regional needs.

  • Assess the effectiveness and impact of funding programs using data and feedback to inform future funding decisions and adjust program strategies to maximize benefits to Region 5 communities.


4. Design and manage programs and initiatives that leverage partnerships for professional education, community engagement, and continuous improvement. This includes identifying needs, setting objectives, and overseeing program execution and outcomes.

  • Implement systems to evaluate the effectiveness of partnership and professional education initiatives.

  • Use data and feedback to assess outcomes, report on impact, and make informed decisions for future programming.

  • Serve as an advocate for the value of partnerships and professional education within and outside Sourcewell.

  • Collaborate with Community Development Administrators to visit entities, gather insights, and suggest revisions to Sourcewell programs and resources.

  • Co-lead cross-training with Community Development Administrators to analyze regional trends and provide beneficial connections.

  • Offer guidance on local government administrative concerns and recommend appropriate professional education and resources.

  • Maintain a calm, professional presence during change management and navigate contentious local politics effectively.

5. Execute the strategic plan through work with Community Solutions team.

  • Provide routine feedback and input to Director of Resources and Development regarding strategic planning, implementation of identified strategies, and visioning for the future

6. Other duties as assigned include, but are not limited to:

  • Represent Sourcewell at various industry conferences as a speaker, vendor/exhibitor, or attendee.

  • Travel routinely to regional cities, counties, townships, and nonprofits as well as state associations.

Additional Job Description:

Required Qualifications

  • Associate’s or Bachelor’s Degree in public administration, urban and regional studies, organizational or nonprofit management, political science or related field, AND

  • Minimum of three (3) years of related experience OR

  • An equivalent combination of post-secondary education and training, and professional work experience equal to 5 years, AND

  • Experience with strategic planning, strategy development, and implementation

  • General knowledge and ability in working with databases and budgets

  • Strong presentation and facilitation skills.

  • Experience with community engagement techniques

  • MN Driver’s License

Preferred Qualifications

  • Master’s degree in public administration, urban and regional studies, organizational or nonprofit management, political science or related field, AND

  • Three (3 ) years of experience in local government, nonprofit, or public safety roles OR

  • Eight (8 ) years of combined post-secondary specialized training and professional education and demonstrated relevant work experience.

  • Proven, well-established relationships with local governments and nonprofits.

In addition to the above, the Senior Resource Development Administrator required qualifications include:

  • Minimum of five (5) years of related experience OR

  • An equivalent combination of post-secondary education and training, and professional work experience equal to seven (7) years.

Location:

  • This is a remote position, within Minnesota, and is subject to Sourcewell's telecommuting policies and procedures. Applicants should be located within feasible proximity to the communities we serve.

  • We serve communities located in Region 5 (Cass, Crow Wing, Morrison, Todd, and Wadena). This position will be assigned local government entities to provide resource development services.
