Multnomah County Health Department is seeking an experienced Research Evaluation Scientist to join our Program Design and Evaluation Services team. This senior-level position will lead the development and implementation of research and evaluation projects focused on key public health priorities, including health equity and chronic disease prevention. The ideal candidate will have a strong understanding of advanced qualitative and mixed methods, experience with participatory research approaches, a commitment to data equity, and an understanding of data decolonization methods.
As the Research Evaluation Scientist, responsibilities may include:
Fund Development
Spearhead the development of long-range research plans and secure funding for evaluation projects.
Identify funding opportunities and collaborate with researchers and community partners to develop competitive grant proposals.
Conduct thorough literature reviews to identify research gaps and inform funding strategies.
Build and maintain strong relationships with community partners, including developing evaluation contracts.
Lead Evaluation and Research Projects
Design, direct, and implement impactful evaluation and research projects on diverse public health issues, including chronic disease prevention.
Utilize methods in participatory research and evaluation, data equity, and trauma-informed approaches.
Develop and execute comprehensive evaluation plans and analytic plans for complex studies.
Oversee and mentor project staff to ensure scientific integrity and timely completion of deliverables.
Dissemination
Effectively communicate evaluation and research findings to diverse audiences through reports, briefs, publications, and presentations.
Collaborate with partners to interpret results, develop recommendations, and tailor dissemination strategies.
Lead the creation of impactful dissemination products and facilitate discussions with stakeholders.
Subject Matter Expert
Provide expert guidance and technical assistance to internal and external stakeholders on evaluation and research methodologies.
Mentor and coach staff on participatory research and evaluation approaches.
Support program and community partners in tracking and reporting performance measures.

Required Minimum Qualifications/ Transferable Skills*:
A doctorate degree or equivalent
Three (3) years of experience that demonstrates the ability to perform the duties of the position.

Doctoral level degree in public health or related field and 10 years of relevant experience, or Masters level degree in public health or related field and 15 years of relevant experience.
Skills in writing applied public health research grant proposals and securing evaluation contracts.
Expertise in qualitative and quantitative evaluation and research.
Strong skills and experience in participatory research/evaluation, data equity, and trauma-informed study methods.
Understanding of data decolonization approaches.
Exceptional skills and experience in working cross-culturally and meaningfully engaging communities in conducting evaluations.
Strong skills in communicating evaluation and research study results to a broad range of audiences.
Demonstrated experience with complex partnerships and collaboration, including those between government and community.
Expertise in evaluating applied governmental public health interventions in chronic disease and injury prevention, as well as other topic areas.

Type of Position: This position is not eligible for overtime.

Teleworking/Routine: At this time, this position is designated to “routine telework,” meaning you will be working remotely (from home) most of the time and you will be required to attend occasional meetings and events. As with all telework positions, employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. Currently, all employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. The onsite work location for this position is State Office Building, 800 NE Oregon St, STE 260, Portland, OR 97232.

Salary/Pay: Please be advised that the pay range listed for this position is intended to provide general guidance on the earning potential for the role. However, actual compensation will be determined in accordance with the Oregon Equal Pay Law and will take into account factors such as the candidate's relevant experience and education. Candidates should expect that initial offers will be made within the listed pay range and may not be at or near the top of the range.
