Position Summary

This position is responsible for establishing strategy and the management and coordination of daily operations in the Office of the Registrar in order to ensure regulatory compliance, maintenance and protection of student records, oversight of student information systems. Manage the academic records, including transfer evaluations for matriculated students resulting in award of transfer credit and awarding of Title IV funds, university catalog content, class scheduling, registration procedures, grade reporting, tracking completion of graduation requirements, posting of degrees, programming aspects of commencement ceremonies, military benefits reporting compliance, distribution of official university transcripts and accurate and timely submission of enrollment reports in accordance to Federal guidelines and regulations and internal needs. Assure compliance with various certifying organization and governmental requirements.  Ensure security, integrity and accuracy of academic records and the facilitation and implementation of academic policies and procedures with academic departments and colleges. The Registrar coordinates with campus departments, deans, chairs, academic program directors, and associate regional deans to ensure that policies and procedures are followed in order to provide the highest levels of academic and student record integrity and quality customer service.

Essential Functions:

  • Provides day-to-day leadership to staff including but not limited to recruiting, selecting, orienting, coaching, mentoring, training, assignment review, performance feedback, disciplining employees, as well as, developing personal growth opportunities.
  • Manages the development of admission and registration processes, procedures and practices including recommendations to the academic councils for changes required.  
  • Collaborates with staff across the University to develop master course schedule, transfer credits, University catalog, implementation of Enterprise Resources Planning (ERP) software such as PeopleSoft related to student records, other processes related to Office of the Registrar. 
  • Provides guidance to Schools, Regional Operations, Center for Innovation and Learning (CIL) and IT to expedite published online schedule as well as define board approved refunds and withdrawal polices in ERP software.
  • Manage records retention policies, evaluation, and certification of student records in alignment with Federal, State and accrediting agency compliance regulations.  Designs, implements and evaluates policies and procedures to ensure compliance with Federal and State regulations. Develop of an imaging and digital process for records retention to ensure Board of Registered Nursing compliance. 
  • Manages grade reporting and roster verification to ensure regulatory compliance with Department of Education and Board of Registered Nursing attendance and completion regulations. Directs facilitation of Nursing Clinical Placement for the University’s Nursing programs, ensures alignment and compliance with academic requirements, Board of Registered Nursing and Clinical Placement sites.
  • Determines eligibility for Federal Title IV funding, state financial aid programs, including institutional scholarships.   Reports and identifies changes in enrollment status to student record to University staff as appropriate.
  • Researches and analyzes current industry standards and best practices related to enrollment, scheduling, grade, and attendance reporting.  Evaluates methods to increase output and accuracy.  Creates, oversees and implements plans for approved changes.
  • Develop short- and long-term strategic vision and plans. Participates in cross-cabinet committees and provides relevant input concerning students' matriculation and graduation needs. 
  • Serves as University policy consultant across university and system affiliates collaborating with university catalogs, policy development, enrollment procedures and technological issues.  Develops proactive ways to address student concerns by utilizing existing resources and making recommendations on new resources.
  • Operates as the Custodian of Records for the University processing subpoenas and other legal document requests for official academic records including court representation, as required.
  • Acts as point of contact for California State Approving Agency for Veterans Education.  Sustains current approvals with Veterans Administration.
  • Creates monthly summary reports of departmental activities, annual reports and other surveys, projects, studies or reports as requested by senior leadership.
  • Manages office budget for the office in alignment with the University strategic plan and budgeting processes.
  • Manages degree audit and conferral processes including diploma and certificate processing.
  • Manages publication of Doctoral Dissertation activities through ProQuest and oversees the Dissertation Publication process.
  • Is a committee member of and contributes to key university governance processes such as AAC, program and course build, policy implementation, academic integrity committee and student code of conduct committee.
  • Oversees the publication of the Academic Catalog and Policy and Procedure Manual
  • Serves as the FERPA Compliance Officer, providing regulatory information to State and Federal agencies as necessary.
  • Provide reports for internal and external constituents including federal enrollment reporting. ED Program Reviews, Gainful Employment and IPEDS.
  • Owns and maintains internal audit and compliance for the office and contributes to cross-functional and external audits.
  • Other duties as assigned.

Supervisory Responsibilities:  Hire, train and develop up to 6 management direct reports

Requirements:

Education & Experience:

  • Bachelor’s degree with focus in higher education leadership or business required
  • Master’s degree in Business Administration, Management, Educational Administration, Psychology, Sociology or related field; and, eight (8) years’ relevant experience in a higher-education setting, preferred; to include:
    •  Seven (7) years’ relevant experience in an Associate or Assistant Registrar role; or, equivalent combination of education and experience.  
    • Experience leading a registrar’s office for online programs is strongly preferred
    • Experience in program and course management/degree audit, student information systems, workflow management, imaging, and document processing
    • Experience in collecting, analyzing, and interpreting data in order to solve problems and/or trouble shoot potential issues
  • All skills, abilities, and education will be considered for minimum qualifications

  • Superior knowledge of academic student record-keeping in a setting of higher education and compliance requirements thereof to external regulators or accreditors including the National Student Clearinghouse (NSC) and the National Student Loan Data System (NSLDS) organizations.
  • Excellent working knowledge of Title IV guidelines as applicable with the ability to successful fact-based decisions and use sound judgment
  • Demonstrated understanding of Board of Registered Nursing guidelines as applicable to attendance and clinical placement.
  • Advanced use of computers and Microsoft Office Suite Applications such as Word, Excel, Power Point, Outlook, and software application used in student evaluation record including imaging processes, Optical Character Recognition and Electronic Document Management software such as OnBase.
  • Strong interpersonal skills and the ability to effectively communicate with a wide range of individual of constituencies in a diverse community.
  • Work independently and foster a cooperative spirit within a large and/or small team of diverse cultures, while working in a fast-paced environment with multiple deadlines and frequently changing priorities.

Travel: Occasionally travel for conferences such as CCME, AACRAO, CIAC an ACE up to 10% of the time

Candidate receiving offers will be offered a salary/pay rate commensurate with experience that vary based on a candidate’s qualifications, skills, and competencies.  Absent exceptional circumstances, candidates will be offered a salary within this range for this position. The minimum salary will be offered based on the minimum exemption threshold based on state of residency. Compensation Range:

Annual Salary: $79,930.00 - $107,900.00
