The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.

We are seeking an experienced and highly motivated individual to join our team as a Recruiter with the Human Resources Staffing Unit. This position will be responsible for the development of job announcements that capture the recruitment needs, screening of applicants and providing qualified candidates to the hiring managers.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

• Review resumes, applications and interviews candidates; participate in panel interviews and/or proctors interviews.
• Maintain all staffing records ensuring record keeping is in compliance with Arizona Department of Administration (ADOA) and division procedures.
• Confer with Division position control specialist to confirm vacant position numbers are in the proper classification and ensure that staffing efforts maintain established headcount.
• Attend job fairs in cooperation with Human Resources Administration Talent for recruitment of vacant positions.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Federal and State laws, rules, regulations, policies and procedures related to work assignment.
• Current principles, practices and methods used in the administration of HR to include: Talent Acquisition.
• Staffing trends and best practice guidelines for the selection process.
• Diverse sourcing methods (job board, social media, etc.)
• Strategies for filling hard-to-fill positions.
• Investigations and fact-finding practices.

Skills in:
• Communicating effectively in verbally and in writing while using appropriate grammar, spelling and punctuation.
• Assessing and Problem-solving.
• Developing innovative approaches for tapping into new sources of applicants.
• Google, Human Resources Information System (HRIS), Applicant Tracking Systems (ATS), Performance Management software and various software to monitor and track human resources actions.

Ability to:
• Handle high volume staffing for hard-to-fill positions.
• Provide professional customer service to both hiring managers and applicants.
• Work independently, respond to inquiries and provide guidance.

Selective Preference(s):

The ideal candidate for this position will have:

• Bachelor’s degree in human resources or closely related field and two (2) years’ experience as a Human Resources Analyst or equivalent experience.
• Relevant HR Certification.

Pre-Employment Requirements:

• Travel will be required for State business. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on State business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on State business shall maintain the statutorily required liability insurance (see Arizona Administrative Code [A.A.C.] R2-10-207.11).
• Successfully pass background and reference checks; employment is contingent upon completion of the above- mentioned process and the agency’s ability to reasonably accommodate any restrictions.
• All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
