Introduction 

The Parliamentary Health and Wellbeing team is a nurse led service delivering to the House of Commons, House of Lords, and the Parliamentary Digital Service (a joint department of both Houses). Most services are delivered to around 4,000 employees with further support and advice provided to the 650 individual Members of Parliament and their 3,000 employees together with services to 800 peers within the House of Lords.

Parliament’s strategic aim is to support a thriving parliamentary democracy. The Parliamentary Health and Wellbeing team is part of the People and Culture Team (PACT) within the House of Commons.

The Role 

The post holder will drive forward a culture of quality improvement, safety and effectiveness by applying the evidence base, new ways of working and best practice guidance.

Some of the responsibilities for this role include:

  • Lead on embedding a new PHWS Clinical Governance Framework including defining quality standards for services; supporting our operational team to deliver safe, effective, person-centred health, wellbeing and medical services across Parliament.
  • Ensure that all PHWS policies and procedures are compliant with legal, statutory and best practice frameworks, such as SEQOHS, CQC, NMC, GMC, FOM, HSE.
  • To lead on the implementation of a new Health & Wellbeing Document Management Group, holding PHWS SLT members to account for actions and progress.
  • Work with the Head of PHWS and PHWS SMT to set the annual clinical governance schedule of work and audit/assurance cycle.
  • Provide quality and audit reports including independent analysis to the PHWS Management Team, PACT and others where required.

    Skills and Experience 

    To be successful in this role you will demonstrate:

    • Knowledge and understanding of quality standards applicable to workplace health and primary care including SEQOHS, CQC, NEBOSH, ISO Standards.
    • Experience of working within health or healthcare and with external quality assurance agencies, professional bodies and/or collaborative partners.
    • Ability to analyse and understand complex regulatory and procedural documentation and quality issues. Able to demonstrate and implement evidence-based practice, policy, procedures and governance to protect individuals receiving advice and care; the team delivering health & wellbeing services to Parliament; and the House, in order to meet legal and statutory obligations.
    • Excellent document management, project planning and authoring with high attention to detail. Ability to display discretion when handling confidential documents. Excellent interpersonal and influencing skills to all levels, including senior stakeholders, colleagues in Parliament and beyond.
    • Experienced in providing training for staff (and management teams) on safe working practices, policy implementation, audit, and assurance with an ongoing commitment to professional development, innovation, and improvement. Ability to prioritise workload within competing demands, exercise excellent time-management, working to agreed dates and milestones.
    • Demonstrates the ability to work independently and collaboratively within a team, whilst upholding the values of equality, diversity, and inclusion. Approachable, motivated, and forward thinking embedding new policies and pathways into practice and driving active behaviour change.
