City Experiences is seeking a Purchasing Manager for our Seaward Services operation (remote).

About the Opportunity:
The Purchasing Manager will be responsible for managing accounting, logistics and inventory control of various projects while effectively interfacing with the Property Control Manager, vessel personnel, corporate accounting department, and vessel engineering and operational teams. This includes management of government property and associated documentation, shipping and customs logistics, purchase order logs, purchasing records management, and management of all within budgetary constraints. An overarching function of this role is to ensure all operations conform to contractual requirements and meet company goals while promoting and maintaining the utmost integrity and highest standards of service.
The Purchasing Manager will function in support of DoD government and commercial marine contracts. The ideal candidate will have demonstrated progressive experience providing property control and logistics support for DoD and/or commercial contracts in a fixed price environment. Candidates should have experience managing government and commercial property as well as customs and shipping logistics. The Material and Logistics Coordinator shall be responsible for assisting with detailed government property reports and will be responsible (under engineering and operations staff) for the financial management of assigned duties.
Essential Duties & Responsibilities:
- Develop and maintain government property control procedures, including compliance with all project related property control requirements and current procedures
- Assist with vessel purchasing requirements as directed by Engineering and Operations staff: to include all contractual obligations for FAR compliance, as well as Purchase Order development and issuance to vendors
- Maintain vendor relationships in a professional manner
- Assist with shipping and delivery of required inventory and supplies
- Maintain property control and inventory of government marine projects
- Assist Property Control Manager in tracking Small Business data
- Assist with all physical government and commercial property physical audits. This may include physical attendance for audits
- Maintain communication and a working relationship with all Government Property Administrators
- Periodically conduct internal audits to ensure compliance with all government and internal property control procedures
- Maintain thorough understanding of applicable contract requirements and deliverables as related to property control and acquisition
- Assist with management of Purchase Order Log and related data and documentation
- Assist with processing of vendor invoices with required annotations and attachments required for reimbursement
- Assist in processing of vessel agent invoices
- Enter and validate reimbursable data within reporting and accounting system
- Maintain organized system of physical and digital records
- Demonstrate strong attention to detail along with the ability to develop new and improved systems to increase process efficiency and reliability, as well as identify/uncover potential risks for our company
- Demonstrate high degree of proficiency with MS Office Suite, web-based applications and databases (specifically Excel)
- Ability to work with integrated team of varying seniority levels, including staff, managers and external partners
- Ability to work in fast-paced, quickly-changing environment
- Accept changes of direction in work and priorities with a positive attitude
- Additional job duties as assigned.
Requirements & Qualifications:
- Understanding of and demonstrated experience with Property Management with specific skills associated with US Government property administration.
- At least four years of experience in property, supply, and/or logistics management with specific skills in asset management.
- Willingness to travel 15% of the time.
- US citizen, eligible for DOD security clearance at SECRET level.
- Possesses a Certified Professional Property Manager (CPPM) certification (at Contractor’s expense), from a certified body directly involved or indirectly connected with property management processes, or Defense Acquisition Work Improvement Act (DAWIA) Level 2 Industrial Property Management Specialist (IPMS) certification. In lieu of the certification, a training plan to obtain within 3 months can be submitted.
- High degree of proficiency with MS Office Suite, web-based applications and databases (specifically Excel)
- Experience working with federal government contracts.

- Experience in defense industry and/or engineering and construction preferred
- Experience with MS Excel, including use of advanced formulas and functions in calculations and analysis.
- Knowledge of FAR / DFAR is a plus
Salary: $65,000 annually
