Proposal Supervisor- Transportation & Water

The Opportunity
Ulteig is currently seeking qualified candidates for a Proposal Supervisor – Transportation & Water within Enterprise Operational Services (EOS). This role focuses on leading the Transportation & Water Proposal team to foster on-the-job leadership development while supporting team efficiency and growth. This position will also continue to support large and/or complex proposals and assist the team with complex assignments. This individual will report to the Proposal Manager and will interact closely with other corporate business units such as technical services, marketing, sales, and project management. The Proposal Supervisor is a self-starter with knowledge in leadership, communication, resource management, and process development.
What You’ll Do
Leadership Responsibilities (60%):
- Lead and manage employees to achieve individual, team, and department goals while mentoring and developing staff for professional growth.
- Identify and facilitate training and development opportunities for the team, and conduct performance reviews and goal setting.
- Run proposal department meetings, manage team resources, and maintain the proposal queue.
- Oversee content for proposal communication platforms (e.g., Uconnect, Viva Engage) and ensure consistency across processes, templates, corporate guidelines, and standards.
- Lead or support the development of new processes, tools, and databases for team and company use.
- Assist in managing team budgets.
Proposal Responsibilities (40%):
- Lead the proposal process, ensuring timelines and stakeholder responsibilities are met, and create and manage the proposal development plan (PDP).
- Analyze RFPs, attend kickoff meetings, gather proposal information, and coordinate submissions while adhering to proposal writing standards (e.g., Shipley Color Review).
- Manage subcontractor proposal elements when necessary, and collaborate with technical, sales, and field services teams to gather input.
- Refine proposal scope to address client needs and ensure clear, compelling responses.
- Maintain consistency for proposals, templates, and industry best practices across the company, and organize and maintain proposal databases with templates, forms, and related resources.
- Work on multiple opportunities as needed.
What We Expect from You
- Degree in Communication, Marketing, Engineering, or Technology (Bachelor’s or Associate’s preferred).
- 10+ years of experience (5 years minimum) in the transportation and water industry, including at least 5 years of experience creating proposals or similar documentation.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook), Adobe Creative Cloud (InDesign, Illustrator), and Microsoft Teams.
- Strong interpersonal skills with the ability to build relationships with staff, management, and external stakeholders.
- Client-focused mindset and strong business acumen in project management, proposals, or engineering.
- Self-motivated, energetic, with strong written and verbal communication skills and excellent organizational skills.
- Ability to work effectively across diverse teams, influence others, and manage ambiguity.
- Problem-solving skills, and results-oriented approach.
- Must have authorization to work permanently in the U.S.

Additional Opportunity Details:
Target Base Compensation Range for this role is $102,850 to $139,150
* Factors that may be used to determine your actual salary include your job-specific skills, education, training, job location, number of years of experience related to this role, and comparison to other employees already in this role
