Proposal Manager - Federal IT (Remote)

This position is remote. Salary: $120,000 - 130,000/yearAs a Federal IT Proposal Manager, you will be responsible for overseeing and managing the development of high-quality proposals for federal IT contracts. You will lead cross-functional teams to ensure that proposals are compliant, compelling, and competitive. Your expertise will be crucial in shaping the company's approach to federal procurement opportunities and securing new business.
Responsibilities
- Proposal Management: Lead the end-to-end proposal development process, including planning, coordination, and execution. Ensure proposals are submitted on time, within budget, and in compliance with federal requirements.
- Team Leadership: Manage and coordinate a cross-functional team of proposal writers, subject matter experts, graphic designers, and other contributors. Assign tasks, set deadlines, and monitor progress to ensure high-quality deliverables.
- Compliance and Quality Assurance: Ensure all proposals meet federal guidelines and solicitation requirements. Conduct thorough reviews and audits of proposal documents to guarantee accuracy, completeness, and alignment with the RFP/RFQ requirements.
- Strategy and Content Development: Develop and implement proposal strategies that highlight the company's strengths and differentiators. Create and oversee the development of persuasive content, including technical narratives, management plans, and pricing strategies.
- Client Engagement: Collaborate with capture managers and business development teams to understand client needs and incorporate them into proposal responses. Participate in pre-proposal meetings and discussions to gain insights into client requirements and expectations.
- Proposal Production: Oversee the production and submission of proposals, including formatting, editing, and finalizing documents. Ensure that all proposal materials are professionally presented and adhere to established standards.
- Process Improvement: Continuously assess and improve proposal development processes and methodologies. Implement best practices and lessons learned to enhance proposal quality and efficiency.
- Risk Management: Identify and manage potential risks associated with proposals. Develop mitigation strategies to address potential challenges and ensure successful proposal outcomes.
Requirements
- Bachelor’s degree in Business Administration, Information Technology, or a related field. Advanced degree preferred.
- Proven experience in managing federal IT proposals, including experience with federal procurement processes and regulations (e.g., FAR, DFARS).
- Strong knowledge of federal IT contracting, including understanding of IT services and solutions.
- Demonstrated ability to lead and manage cross-functional teams in a fast-paced environment.
- Excellent written and verbal communication skills, with the ability to convey complex technical information in a clear and compelling manner.
- Proficiency in proposal management software and tools (e.g., Microsoft Office Suite, Adobe Acrobat).
- Strong organizational skills with attention to detail and the ability to manage multiple proposals simultaneously.
- Ability to work under tight deadlines and handle pressure effectively.
