Purpose of Position
The purpose of this position is to provide proposal development and review for sponsored research, service, and instructional programs in accordance with federal, state, and commercial contractual requirements and University policies and regulations. This work is done in coordination with the other office staff and encompasses all aspects of proposal preparation for financial awards.
Duties & Responsibilities
- Proposal Review
- Assist departmental faculty/PI in the development, preparation, and submission of grant and contract proposals.
- Analyze proposals as prepared by faculty, departmental accountants, and departmental grants officers to determine reasonableness in relation to agency regulations and University policy.
- Analyze budget costs/cost share commitments for allowability, reasonableness, and consistent treatment based on cost accounting standards, CFR 200, and criteria in the request for proposal.
- Advise proposal preparers of required changes to the budget, budget narrative, and cost share areas prior to the institution signing the proposal.
- Provide final approval of budget, budget narrative, and cost share areas.
- Utilize judgment in determining when assistance is needed by departments to complete the financial portion of a Request for Proposal (RFP).
- Organize workload as notifications are received
- Providing faculty with feedback where proposals are missing information or otherwise outside the sponsor’s guidelines
- Confers with PI and Pre-award support staff at collaborating institutions to secure necessary sub-awards documents for proposals.
- Advises the PI on administrative requirements in preparing proposal submissions and on budget adjustments and revisions necessary to meet the sponsor requirements.
- Coordinates and reviews certain proposal elements (biosketches and facilities & resources) for consistency, accuracy, and completeness.
- Monitors and facilitates proposal process through the routing process in compliance with University procedures and institutional signatures.
- Proposal Intake Processing
- Assist faculty with proposal initiation steps in UND’s online proposal submission as needed.
- Review proposals for accuracy and completeness with screening & compliance items, as well as with Sponsor requirements prior to submission.
- Correspond with faculty and staff to manage proposal administrative issues related to pre-award issues.
- Ensuring proposals are submitted on time; proposal forms are routed through UND’s online proposal submission system in a timely manner and final documents are uploaded in the system.
- Assist in developing policies, procedures and RSPD business practices on proposal management processes.
- Other support and special projects as needed/assigned.
- Novelution
- Participate in development effort on the development and management of Novelution, a pre-award proposal and award management system.
- Includes testing system through development and providing feedback for software development team; deploying campus training for PIs, departmental admin and administration; and supporting campus system users.
- Assist campus users in system troubleshooting during proposal input and management.
Required Competencies
- Must have significant experience with MS Office applications (especially Excel) and robust computer skills, working and troubleshooting within PeopleSoft HRMS and Finance modules.
- Must be detail oriented and accurate.
- Must have strong interpersonal, verbal, and written communication, and organizational skills and have demonstrated ability to prioritize multiple tasks and deadlines with most information being received by email.
- Must be self-motivated.
- Must be able to function independently as well as part of a team.
- Must be flexible in an environment of continually changing priorities.
- Must possess maturity to handle confidentiality of sensitive information.
- Must demonstrate excellent problem-solving skills and critical analyses abilities.
- Must have ability to make sound business decisions.
- Ability to be bonded.
- Knowledge of Cost Accounting Standards & the OMB Uniform Guidance.
Minimum Requirements
- Bachelor’s degree from an accredited institution in any field.
- Experience interpreting and applying policies and procedures.
- Experience working with contracts and/or agreements.
- Experience in at least one of the areas of personnel administration, budget administration or general financial administration.
- Successful completion of a Criminal History Background Check

Preferred Qualifications
- Bachelors degree in Business Administration, Accounting, Contract Law or closely related field.
- Two years directly related experience in proposal preparation.
- Experience working in a university setting.
- Experience working on sponsored research projects.
