The National Center for Science and Engineering Statistics (NCSES) is one of thirteen federal statistical agencies in the United States. As one of 13 principal federal statistical agencies, NCSES designs, supports, and directs periodic national surveys and performs a variety of other data collections and research. 

Job Summary

Alluvionic is seeking experienced Project Managers. The National Center for Science and Engineering Statistics (NCSES) is seeking dedicated Project Managers to support the planning, coordination, and execution of multiple survey and report projects. NCSES, a small organization with significant impact, conducts various surveys and produces congressionally mandated reports and publications that are vital to shaping policy and understanding trends in the Science and Engineering (S&E) landscape.

The Project Manager performs, but is not limited to, the following duties:

Responsibilities:
  • Organize and lead engagements with federal Senior Executives, leadership teams, and professional technical staff.
  • Coordinate and manage major engagements with over 100 participants, as well as smaller working groups and panels.
  • Develop and execute detailed project plans, including schedules, performance metrics, and resource management strategies.
  • Track project progress, manage constraints, and provide solutions to ensure successful project outcomes.
  • Ensure all project activities comply with federal contract regulations, NSF-specific policies, and procedures.
  • Facilitate and manage communication across project teams, ensuring clarity, transparency, and effective collaboration.
  • Prepare and deliver reports, presentations, and other written documents using compatible applications (e.g., Microsoft Office) to meet NSF standards.
  • Cultivate and maintain strong professional relationships with internal and external stakeholders, including resolving conflicts effectively.

Qualifications:
  • Current Project Management Professionalization (PMP®) Certification
  • In-depth knowledge of the Evidence Act and federal data ecosystem, including familiarity with key data roles such as Statistical Official, Chief Data Officer, and Evaluation Officer.
  • Understanding of federal agency Learning Agendas.
  • At least 2 years of experience in organizing and managing engagements for federal Senior Executives and other leadership teams, as well as professional technical staff.
  • Minimum 2 years of experience supporting large-scale engagements with more than 100 participants, in addition to managing smaller working groups and panels.
  • At least 2 years of experience in project management, including the development of project plans, creation of schedules and performance metrics, management of resource constraints, and progress tracking.
  • Ability to quickly learn and apply knowledge of all pertinent federal contract regulations, NSF-specific policies, and procedures.
  • Strong oral and written communication skills with the ability to establish and maintain effective working relationships and resolve conflicts.
  • Advanced proficiency in MS Office Suite of tools and Smartsheet
  • The contractor must provide all written reports in electronic format, ensuring compatibility with NSF workstations (e.g., Microsoft Office applications).
