ORGANIZATIONAL UNIT
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector of the Union. BDT deals mainly with development policies, strategies, programming, projects, as well as technical cooperation activities to enable and foster universal access to affordable, high-quality and secure telecommunications/ICTs and Foster equitable and inclusive use of telecommunications/ICTs to empower people and societies for sustainable development. To effectively and efficiently serve the needs of Member States, BDT is organized into four functional areas:
- Operations Coordination Department (Office of the Deputy to the Director) (DDR)
- Projects, Partnerships & Digital Skills Department (PPS)
- Digital Networks & Environment Department (DNE)
- Digital Knowledge Society Department (DKS)
The regional offices provide assistance to the ITU Member States of the Region, ensuring a close relationship and collaboration. To implement the agreed programs and projects, in accordance with the ITU Strategy Plan and the BDT Action Plan, with the active support of all Departments, providing timely information about their development. To provide proper line management and support, the Regional Directors report to the Director of the BDT.
BACKGROUND INFORMATION
The “Regulatory Innovation for Central America” project (9RCA24005) is a collaboration between the International Telecommunication Union and the European Union to strengthen the regulatory and institutional framework for digital transformation and the regional integration of Information and Communication Technologies (ICT) in Central America, through the diagnosis, design, and implementation of innovative regulatory tools, such as regulatory sandboxes and innovation hubs, to stimulate the development of policies at the national and regional levels in accordance with international standards on gender, human rights, and environmental sustainability.
This will be achieved through a process of comprehensive technical assistance, in different stages, ranging from capacity building and regulatory reform to support in the implementation of regulatory innovation mechanisms identified as relevant for each Central American country. In addition to establishing a network of best practices and regional dialogue for the involved countries.
The Consultant will provide communication and outreach support to the “Regulatory Innovation for Central America” project, as well as logistical support in the delivery of project related events, meetings and activities. These activities will involve designing and executing a communication strategy to promote the project and its deliverables while ensuring stakeholder engagement and public awareness of its outcomes.
TERMS OF REFERENCE
Under the direction of the Project Manager for logistics aspects and the Head of the BDT Communication Service for communications aspects, and in close collaboration with the Regional Director and the project staff, the Consultant will:
- Develop and implement a communication strategy and social media plan for the project and ensure compliance of the strategy and implementation with ITU Communication Guidelines.
- Create and prepare content for various platforms, including websites, social media channels, and newsletters, and coordinate the design of promotional materials, such as brochures, banners, and infographics, to showcase project goals and progress. This may include also assisting in the production of videos, by preparing video scripts, film or collect footage and edit videos and photographs during events, workshops, and field visits to document key moments.
- Assist with media engagement activities, including drafting press releases, and maintaining media relationships, in close coordination with project donor, and assist with the preparation of internal and external presentations and other communication materials.
- Monitor and analyse the effectiveness of communication campaigns, providing regular reports on outreach metrics.
- Collaborate with project donor, beneficiaries and other key project stakeholders to align messaging and communication strategies with project goals.
- Support the planning and execution of project-related events, ensuring adequate communication before, during, and after.
CONCRETE DELIVERABLES
The Consultant will provide the following deliverables to the ITU focal points:
Communications Deliverables:
- A well drafted 3-year communications strategy in close alignment with the project objectives, including visual content (videos and photos) documenting project milestones, for approval of the Steering and Advisory Committee.
- Development of an impactful social media promotional plan with a clear strategy for monitoring and analytical reporting of metrics and performance of communication campaigns.
- Communications support to the project launch event to take place in June 2025, ensuring adequate communication before, during and after the event as per its promotional objectives. Preparation of at least one Impact Story draft.
- Communication support for the Regulatory Sandbox Workshops in Panama, Costa Rica, Guatemala, Honduras, El Salvador, Dominican Republic and Belice, ensuring adequate communication before, during and after the workshop as per its promotional objectives.
- A final report on communications deliverables and lessons learned to drive continuous improvement of the project’s communications efforts.
Logistics Deliverables:
- Logistics support to the project launch event to take place in June 2025.
- Logistics support for the Regulatory Sandbox Workshops in Panama, Costa Rica, Guatemala, Honduras, El Salvador, Dominican Republic, and Belice.
- A mission report associated with any mission(s) related to the undertaking of the above activities will also be required, if applicable.
COMPETENCIES
- Proven skills in developing communications strategies.
- Skills in drafting digital content in English, including written and multimedia materials.
- Strong knowledge and competence in managing institutional accounts on Twitter/X and LinkedIn.
- Knowledge and understanding of design tools and video editing software would be an advantage.
- Familiarity with the work of the UN system and other international organisations.
QUALIFICATIONS REQUIRED
Education:
University degree in communication, marketing, public relations or international relations or a related field OR education from a reputed college of advanced education, with a diploma of equivalent standard to that of a university degree in one of the fields above.
Experience:
At least three (3) years of progressively responsible experience in institutional communications. Experience in an international environment would be an advantage. An advanced degree in a related field can be considered as a substitute for one year of working experience.
Languages:
Knowledge of Spanish at advanced level and knowledge of English at intermediate level.
REMUNERATION INFORMATION
