Overview

  • The Project Implementation Manager will drive the delivery of technical projects that improve the use of public health data to inform decision making. Working within City of San Antonio Metropolitan Health District, the Project Implementation Manager will collaborate across technical and non-technical teams to define project objectives, allocate resources, coordinate with teams, and manage timelines to ensure the successful delivery and implementation of a public health data systems project. This position will work on three projects in collaboration with the Information Technology Services Department (ITSD) and program staff to determine areas of alignment. The first project is an enterprise-wide case management system, which will provide the ability for multiple Metro Health programs to collect data in a standardized manner and create an enterprise-wide case management system to capture data on the individuals that these programs serve such as Domestic Violence, Access to Care UNLOCKED, Diabetes, Oral Health, Healthy Neighborhoods and Healthy Start. The second focus will be replacing two legacy systems used within Metro Health. The first system is the Electronic Medical Record system used by clinical programs (TB, HIV/STI, Immunizations and Oral Health) and has been used since February 2019. The second system is the Digital Health Department (DHD) system. DHD has been in use since 2009 and will be sunset in 2026 as the current vendor, Tyler Technologies, will no longer be supporting this version. DHD is used by food and environmental health inspectors, the air quality program, and vector control. The Project Implementation Manager will play a key role in all the project management phases of the defined IT projects. They will work closely with our departmental subject matter experts (SMEs) and IT staff/leadership, to develop the project management plan. During the planning and scoping phase, other necessary deliverables will include the development of project charters, the work breakdown structure (WBS) and communication plan. These items will be shared and/or presented to departmental leadership. This position will also be pivotal in conducting project kickoff meetings with our internal stakeholders, identifying and defining key project tasks, scheduling project discovery and status meetings, developing a Statement of Work (SOW), and project timeline/plan. During execution, this position will generate routine status reports to update on project progress and any risks or issues encountered. These progress reports will also need to include data demonstrating progress towards project milestones. A shared repository will be utilized in this position to capture all created project documents, communication plans, and schedules. To decrease potential scope creep, the Project Implementation Manager will frequently assess for any variances from the project plans while implementing any necessary changes within time, cost, and quality objective standards. The Project Implementation Manager will be hired by the CDC Foundation and assigned to the City of San Antonio Metropolitan Health District. This position is eligible for a fully remote work arrangement for U.S. based candidates.

Responsibilities

  • Provide leadership to multidisciplinary teams in the development and delivery of data-driven applications, databases, dashboards, data analytics, or other public health products.
  • Collaborate with ITSD and program staff.
  • Coordinate, lead or participate in project meetings; working closely with technical teams, product manager(s), developers, subject matter experts, vendors, and users.
  • Define, document, and track project timelines, workplans, and processes to drive project deliverables within scope, deadlines, and budget.
  • Define clear roles and responsibilities and ensure standards and best practices are followed.
  • Work with user community, technical teams and vendors to meet implementation timeline.
  • Facilitate business/functional requirement review, approval, and sign-off sessions.
  • Document business practices and workflows, identify opportunities for improvement, support process improvement, discover issues and deliver improved value.
  • Prioritize initiatives based on business needs and requirements.
  • Effectively communicating insights and plans to cross-functional team members and management.
  • Ensure solutions meet business needs and requirements. Monitor service level agreements.   

Qualifications

  • Bachelor’s degree in a technical field such as computer science, information systems, computer engineering, operations management or related field required. MBA or other related advanced degree preferred.
  • Minimum of 10 years of related experience managing technical projects.
  • Strong knowledge of SDLC, agile (Scrum/Kanban) and iterative development methodologies, standard and best practices for data analytics, application development, enterprise data platforms, etc.
  • Understanding of data architecture, data modeling, data analytics, visualization, application development, cloud engineering
  • Expert knowledge of project management fundamentals, including the ability to develop and implement accurate work plans, schedules, staffing plans, and budgets, in an agile or iterative environment.
  • Experience collaborating with multi-disciplinary teams to lead technical projects through smooth and continuous delivery.
  • Experienced in change management and risk management principles and processes to provide leadership in the development of strategic plans and change management initiatives and their roll-out.
  • Excellent communication skills with the ability to describe difficult technical problems and solutions to technical and non-technical teams.
  • Demonstrated experience developing and maintaining working relationships with internal and external partners and can effectively promote collaboration among differing viewpoints.
  • Strong understanding of technical concepts and legacy systems.
  • Knowledge of user experience design and user research principles and concepts.
  • Outstanding interpersonal and teamwork skills; and the ability to develop productive working relationships with colleagues and partners.
  • Experience working in a virtual environment with remote partners and teams.
  • Proficiency in Microsoft Office.
