Leidos has an immediate need for a full-time mid level Program Support Analyst to provide support to the National Nuclear Security Administration’s Office of Management and Budget.  This individual will support the NNSA Federal Program Manager (FPM) in the office of Learning and Career Management with management related activities, including data management of grant awards to Minority Serving Institutions (MSIs), and NNSA laboratory, plant, and site facilities.

In this position, the Program Analyst will be responsible for assisting the NNSA FPM and/or the Federal Program team with a broad range of programmatic support services, with a primary emphasis on grants administration planning and management, augmented by data management and analysis of the NNSA’s Minority Serving Institution Partnership Program’s (MSIPP) grant awards.  The ideal candidate will have grants program experience, with appropriate skills in data management/analysis.  These services will include, but not be limited to the following:

  • Communications amongst program participants and within NNSA
  • Identifying opportunities for improving existing business processes
  • Supporting the program grants evaluation process and maintaining appropriate metrics; and assist with grant review activities
  • Extracting/compiling data and information from the grant applications and post-award documents, and, performing analysis of such for Program Leadership

The primary focus of the program is to “Create and support a sustainable career pathway that prepares a diverse workforce of talented students from Minority Serving Institutions (MSIs) and Tribal Colleges and Universities (TCUs) to make immediate and significant contributions to the NNSA Nuclear Security Enterprise (NSE).”  The Program manages multiple grant opportunities.

Preference is for an individual with relevant experience in grant program support (Federal or State), program management and support, and STEM initiatives.  Additional relevant experience includes data analytics and process management.  The individual should be innovative, a self-starter, possess the ability to work in a highly dynamic environment, identify opportunities for process improvements, and effectively interact with a broad range of Federal and senior leadership.

This position can be worked remotely, however travel is expected 2-3 times a year. Travel to the MSIPP annual Technical Meeting is required.

Roles and Responsibilities:

  • Assisting the Program Manager with day-to-day activities in program management/administrative activities.  This is not an administrative position; however, as this is a small Program Office, Federal and Contractor staff are responsible for providing a full range of services to support the  Program operational needs.
  • Maintaining attention to detail in a multi-project work environment, with potential frequent interruptions, with competing needs requiring clear understanding of prioritization.
  • Ability to work in a team environment, interacting with a range of federal and contractor staff.
  • Providing program management support in the preparation, coordination, evaluation, review and analysis of program plans and tracking, monitoring, and reporting of program-specific milestones.  Such is anticipated to include:
    • Working with multiple agency systems to track and manage data on projects and programs.
    • Understanding the unique attributes of those systems, including how data is entered into them, how data is extracted from them, and how data from each of those systems feeds into other systems.
    • Knowledge of data systems to improve the efficiency, accuracy, and quality control of reports created by the Program Office (PO), including the use of Tableau and other data visualization tools to improve the visual presentation of data.
    • Collaborating with internal stakeholders in various agency data systems to enhance methods of data collection. Improving quality control processes to ensure integrity and consistency of quantitative reports.
    • Maintaining data tracking systems (e.g., Excel/databases) for appropriately monitoring and tracking of award recipient data.

Required Education, Experience & Other:

  • Bachelor’s degree with 4+ years of professional experience in grants management and business processes or a Masters degree with 2+ years of professional experience in grants management and business processes.
  • Strong experience with Smartsheet
  • Experience with Microsoft Office suite with particular emphasis on word processing, presentations, and spreadsheet applications (MS Word, MS PowerPoint, and MS Excel).
  • Ability to obtain and maintain a DOE Q clearance.
  • Strong written and verbal communications skills.
  • Familiarity with grants management and business processes, including review of progress reports, budget tracking, and information submission systems, including.
    • Developing tracking processes to improve the efficiency and accuracy of program objectives.
    • Skills and knowledge in the review and analysis of reported data.
    • Utilizing programming languages to develop approaches or methodologies for collection, analysis, and interpretation of data.
    • Demonstrated performance with the business intelligence tools (Tableau and/or Smartsheet) to generate reports or data visualizations that convey data analyses to technical and non-technical audiences.

Pay Range:

Pay Range $61,750.00 - $111,625.00
