Program Consultant Sr position is responsible for ensuring AmeriCorps State sub-grantees are compliant with state and federal requirements and provides the training and technical assistance needed to support compliance. This position will assign a portfolio of subgrantees. They will work with assignments on performance, quality and evaluation, compliance, and additional and as needed training and technical assistance. This position also participates in all efforts ensuring effective management of the subgrantee Request for Application (RFA) processes and the Virginia Service Commission (VSC) reporting processes, and ensures program excellence via policy and program planning, monitoring, evaluative tools, and relationship maintenance.

Program Consultant Sr will provide direct support to a portfolio of AmeriCorps State sub-grantee programs, managing their lifecycle during their time funded by the Virginia Service Commission.

Minimum Qualifications

• Ability to assess, guide, and evaluate subgrantee achievement of goals and impact in alignment with all AmeriCorps State & National requirements.
• Ability to conduct thorough, professional and complex monitoring sessions independently. Ability to provide detailed technical assistance.
• Ability to read, interpret and apply complex regulations and requirements.
• Ability to read, understand, and write program designs, identify strengths and weaknesses and discern appropriate program adjustments.
• Expertise with automated systems. Ability to ensure that VSC procedures comply with federal and state requirements. Experience in identifying and contributing to strategic policy and procedural issues.
• Ability to lead colleagues in task completion and demonstrate and instill desire for excellence among colleagues and programs.
• Provide thoughtful, accurate, and timely responses to requests and inquiries. Ability to discern and answer the 'question behind the question.'
• Ability to educate critical information.
• Experience communicating effectively in multiple contexts.
• Demonstrated strong writing skills.
• Ability to articulate the purpose and vision of AmeriCorps, the ethic of service and volunteerism, the AmeriCorps benefit to individuals and communities, and the value and requirement of recruiting and utilizing volunteers.
• Effectively manage multiple competing priorities in deadline-driven environment. Accurately assess and allocate time needed for individual tasks.
• Ability to model-goal and outcome-orientation with programs.
• Ability to exchange information and perspectives to come to a consensus.
• Ability to use task assignments to complete group projects and achieve goals. Identification of professional strengths and weaknesses, desire for professional growth and lifelong learning.
• Experience interpreting and applying federal regulations
• Experience in administration and monitoring, experience gathering and analyzing information, formulating solutions, making recommendations, and implementing the same.
• Experience working with automated data systems.
• Valid State driver's license (or ability to travel independently).
