What You'll do:
The Program Analyst will provide support OAR’s Office of Science Support (OSS) providing support to the Science Council, Strategic Councils, and the NOAA Chief Scientist.
Who We are Looking For:
Looking for a Program Analyst to Provide program support to NOAA Science Councils and various strategic planning groups under the guidance of OAR leadership by reviewing, monitoring, and tracking correspondence, proposals, deadlines, and conducting research that will help with preparation of responses to inquiries from Council Members, other agency representatives, and external partners.
This includes:
Developing briefing packages in advance of the Science Council and OAR meetings, including subject matter research
Coordinating the various councils and their subcommittees and supporting OAR meeting planning and task completion.
Establishing and maintaining communication and information flow between the NOAA Chief Scientist Council Chair, Council Vice-Chair, Council Members, and OAR for the NOAA Science Council, other Strategic Councils, and subcommittees of the councils.
Drafting Portfolio-specific briefing materials and educational materials
Support the development and drafting of the NOAA Science Report
Providing input to ad hoc stakeholder requests for information and analysis regarding policy development, status, and assessment.
Designing, implementing, and managing mechanisms for collecting, tracking, and assessing information about a broad range of developments, activities, statements, publications, and other metrics that impact Portfolio activities.
This position is on-site with the ability to telework 2-3 times a week.
Required Qualifications:
A Master’s degree in a related field is required. A Bachelor’s Degree in environmental, oceanic, atmospheric, biology, or other sciences is preferred. This background will be helpful in understanding content from the Committee.
At least 6 years of experience in the field or in a related area
Strong verbal and written communication skills, including experience facilitating meetings, groups, and/or teams, condensing large amounts of information, and demonstrated strong writing and editing skills, and experience translating complex scientific information for non-scientific audiences
Demonstrated ability to multitask and work in a high-paced environment
Can work both independently and as a team
MS Office and G-Suite proficiency
Strong written, analytical, and strategic foresight
Demonstrated experience managing projects
Must be a US Citizen or a Permanent Green card holder per contract requirements
Preferred Skills:
Knowledge of NOAA systems, services, research, and/or programs is a plus
An interest in scientific research and development is preferred

The salary range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for any applicable geographic differential associated with the location at which the position may be filled. At Groundswell, it is not typical for an individual to be hired at or near the top of the range for their role, and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is:
$72,681.00 - $132,308.00
