ICF is seeking an experienced Principal Environmental Planner and Project Manager with consulting experience to play a key role in our growing energy business. The ideal candidate will have experience with power generation, electrical transmission, and renewable energy projects along with technical expertise leading projects through compliance with the National Environmental Policy Act (NEPA) and associated regulations.

We help clients achieve compliance with NEPA through the preparation of or review of Environmental Impact Statements (EISs), Environmental Assessments (EAs), and Categorical Exclusions (CatExs) for projects nationwide. This position will support clients’ NEPA compliance for energy projects, including renewable energy, advanced energy technology related to vehicle projects, CO2 pipelines, and transmission.

Key Responsibilities for this position may include: 
Serving as lead reviewer for NEPA projects:

  • Reviewing environmental components of applications to ensure enough information in available to initiate and conduct the NEPA process.
  • Interacting with applicants and agency staff to provide guidance and direction on NEPA compliance.
  • Helping agency staff manage the preparation of CatExs, EAs, and EISs (which are usually prepared by the applicant’s contractor).
  • Reviewing NEPA documents prepared by the applicant’s contractor for adequacy and completeness.

Project Management for energy projects:

  • Acting as the PM on NEPA documents as a representative for the client agency.
  • Leading consultation efforts and ensuring compliance with relevant laws including Section 7 of the Endangered Species Act (ESA) and Section 106 of the National Historic Preservation Act (NHPA).
  • Serving as a liaison to direct technical staff on project teams.
  • Coordinating project deliverables with document production staff.
  • Monitoring project scopes, schedules, and budgets.
  • Organizing and facilitating meetings (such as preparing agendas, developing and presenting meeting content, and preparing summaries).
  • Communicating with clients, applicants, stakeholders, and agency staff.

What you need to have (Minimum Qualifications):

  • Bachelor’s Degree in natural or physical science, public policy, economics, environmental management or related subjects.
  • 12+ years of professional experience preparing and/or reviewing documents in compliance with NEPA and associated regulations.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$102,285.00 - $173,884.00
