Job Summary

The primary purpose of this position is to plan, direct and manage staff of MAST and bargaining unit employees tasked with delivering a variety of technical and physical support services that enable the successful operation of the Meter Services Organization.  This includes responsibility for the Meter Shop, Meter Warehouse, General Test Laboratory and Rubber Goods Testing Facility. 
This position is responsible for leading the work of Meter Technicians and Instrument Technicians in the management and maintenance of work systems, procedures, and policies that enable and encourage the optimum performance of its personnel and other resources within the aforementioned areas and requires thorough working knowledge of meter types, meter test methods, meter installation methods, and meter systems, including MIMS (Meter Inventory Management System), Ariba and SAP. 
Direct responsibilities span multiple disciplines and include the development of requirements and programs to support testing of meters, the shipping, receipt and QC of metering equipment, management of meter vendors, maintenance and  troubleshooting of AMI communication issues and the calibration and repair of all test equipment utilized by Meter Services and T&D Operations personnel.  Additionally, the position oversees the activities of the Rubber Goods Testing Laboratory across the entire PSEG Long Island electric operation, develops and administers comprehensive training programs, provides technical guidance and ensures the timely and accurate tracking, analysis and reporting of all financial activities for Meter Services.

Job Responsibilities

  • Manage staff of MAST and bargaining unit employees tasked with delivering a variety of technical and physical support services that enable the successful operation of the Meter Services Organization.  This includes responsibility for the Meter Shop, Meter Warehouse, General Test Lab and Rubber Goods Testing Facility.
  • Effectively manage multiple technical and non-technical disciplines providing oversight and direction to employees in accordance with the organization's mission and objectives and regulatory/program requirements.
  • Coach, mentor, and develop staff, including overseeing new employee onboarding and providing career development planning and growth opportunities.
  • Empower employees to take responsibility for their jobs and goals. Delegate responsibility and ensure accountability and regular feedback.
  • Promote strong safety culture for the Meter Services Organization.
  • Provide technical input and consultation on meter related equipment and communications issues.
  • Work collaboratively with Meter Engineering to develop the requirements and appropriate programs to support testing of meters in accordance with ANSI Standards to comply with PSC Regulations and LIPA tariffs.  Oversee the testing and retirement of all meters processed through the Meter Shop in accordance with the above program requirements.
  • Manage the shipping and receiving of all metering equipment from vendors and local yards and ensure the conduct of appropriate QC inspections on all received metering equipment.
  • Oversee the timely and accurate tracking, analysis and reporting of all financial activities for Meter Services including $17M O&M (Labor and Non-Labor) and $33M Capital expenses.  Prepare all required documentation for financial submittals to URB on Meter Procurement and other related meter expenses. This position supports the development of budget plans and recommendations in accordance with Utility 2.0 AMI Deployment, as well as all Core related Metering activities.
  • Partner with Procurement and Engineering to effectively manage various meter vendors and their contracts to maintain the required inventory levels necessary to deliver on all LIPA OSA and Utility 2.0 targets in addition to meeting all Core metering activity requirements. Perform technical evaluation of procurement vendor contracts.
  • Drive maintenance and support the troubleshooting of all AMI communication issues that occur in the field. Work collaboratively with vendors to optimize the performance of the AMI network to maintain the collection of accurate customer billing data. Oversee RF engineering function that performs the calibration and repair of all test equipment utilized by Meter Services and T&D Operations personnel
  • Oversee the activities of the Rubber Goods Testing Laboratory that is tasked with the testing, cleaning and processing of all Rubber Goods (i.e., gloves, sleeves, blankets, etc.) across the entire PSEG Long Island electric operation.  Ensure adherence to applicable testing procedures and compliance with all safety regulations and protocols in confirming integrity of rubber goods issued to the field.
  • Develop and administer comprehensive technical training programs for all classifications of Meter Technicians in Meter Services. Provide technical guidance and support to fellow supervisors across Meter Services

Job Specific Qualifications

Required

  • B.S. Degree in Engineering with a minimum of 8 years of experience in the electric utility industry
  • Strong supervisory skills with ability to manage technical workforce. Demonstrated managerial competencies and ability to manage multiple disciplines across both a MAST and Bargaining Unit workforce
  • Thorough working knowledge of meter types, meter test methods, meter installation methods and meter systems
  • Strong written and communication skills. Experience in writing plans, procedures and presentations
  • Good networking skills with demonstrated ability to interact with equipment manufacturers and vendors
  • Ability to effectively communicate and interact with employees at all levels in the organization, including making presentation and designing/delivering training.
  • Strong oral and written communication skills
  • Strong analytical capabilities with experience reviewing existing work procedures to establish methodologies to enhance safety.
  • Knowledge of union rules/contracts and ability to effectively interact with union leadership.
  • Ability to effectively manage budget and provide financial analysis and forecasts including preparation of URB documents
  • Strong focus on safety

Desired

  • Knowledge and understanding of electric metering.
  • Working knowledge of MIMS (Meter Inventory Management System), Ariba and SAP. 
  • Experience developing and executing technical and operational training
  • Strategic planning skills related to development of annual work plan and budget forecast
