What You Will Be Doing

You will provide a full range of human resource services as a HR business partner to the agency. You will consult and advise on position management, which includes job analysis, classification, compensation, FLSA, representation status, and recruitment strategies. In addition, you will perform HR generalist duties including: consultation, leave laws, ADA, performance, learning, coaching and development, and the application, interpretation and implementation of collective bargaining agreements, and general personnel laws, rules, policies and procedures. You will be responsible for researching, auditing, correcting, and processing complex actions for HECC employees and board members. You will also advise managers on correct system actions and role responsibilities for Workday, the Human Resources Information System (HRIS).  

The Work at a Glance

Lead Position Management Administrator

  • Advise management on the development of position descriptions (PD’s). Write and/or edit PD’s as needed, including developing PD’s from position concepts.

  • Prior to recruitment, establishment, or reclassification, review position description to determine Fair Labor Standards Act (FLSA) status for overtime eligibility and appropriate service type and classification. Document, track and gain appropriate approvals for classification reviews and analyses for all positions.

  • Conduct desk audits and other reviews to determine/recommend appropriate relationships and allocations.

  • Respond to statewide classification studies, pay equity, and other related projects.

HR Program Administration

  • Consultation & Compliance:

    • Provide HR advice and support to ensure compliance with established laws, policies, rules and procedures in support of the agency’s business operations and outcomes, employee engagement and to retain a diverse, skilled and knowledgeable workforce. Help employees and managers understand the policies and procedures related to their own situations.  Resolve issues at the lowest level possible. 

    • Perform initial fact finding and consultation pertaining to complaints, employee performance, interpersonal relations, job assignments, and training needs.

  • Learning Organization Support: 

    • Fosters a learning organization culture and supports the agency’s learning efforts. 

    • Provide trainings to employees on various HR topics including position management and supervisor’s roles.

  • Staff Engagement & Culture Support: 

    • Serve as an advisor, establishing HR expertise and credibility, and building relationships and rapport with employees.  Engages staff proactively to build relationships and provides solutions and options.  Actions reflect HECC values, promote active employee engagement, and support a diverse and inclusive agency culture.

    • Assists the HR Director in providing technical expertise and advice to agency managers on proposed organizational changes and methods of operation.

  • Diversity, Inclusion, Affirmative Action, and Accessibility:

    • Uses the equity lens to embed DEIA considerations and incorporate best practices in HR processes and actions.

    • Works to implement the agency Affirmative Action Plan, Agency Equity Plan and tools for implementation of the adopted Equity Lens. 

Testing & Certification Administrator

  • Coordinate agency’s criminal records check process (CJIS) Criminal Justice Information Services Security Awareness Training, and agency’s bilingual testing.

Employee Protected Leave Advisor

  • Coordinate requests for reasonable accommodations under Americans with Disabilities Act (ADA).

  • Assist staff with all safety concerns; handle SAIF and Worker’s Compensation claims; Actively participates on the HECC Safety Committee to create an agency Emergency Action Plan and provide HR guidance on ADA and protected leave laws rules and policies.

Recruitment Advisor

  • Provide technical assistance to hiring managers and recruiters regarding position management, career development, and succession planning.  Collaborate with hiring managers to plan recruitment strategies for a variety of complex managerial, professional, technical, administrative, and difficult to fill positions.

This is a full-time, permanent position headquartered at HECC’s Salem Office and is not represented by a union.  The successful candidate may be eligible for in-state hybrid work, which consists of performing duties onsite in a standard office environment and working remotely.

What We Need (Minimum Qualifications)

  • A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; and two years of Human Resource professional-level experience related to the position.
    OR

  • Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute, and three years Human Resource professional-level experience related to the position.
    OR

  • Five years Human Resource experience related to the position. Three of the five years must have been at the professional-level.

*A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.*

*The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.*

*Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.*

  • Strong preference to applicants with state enterprise position management experience, including classification and compensation.

  • Advanced knowledge of Workday, State’s Human Resource Information Systems (HRIS);

  • Able to draw practicable conclusions, interpretations, and/or recommendations based on own research, analysis and interpretation of facts, laws, policies, procedures, etc.;  

  • Experience providing staff advice and guidance with the interpretation and application of collective bargaining agreements, policies, Administrative Rules and Oregon Revise Statutes;

  • Strong interpersonal communication skills and ability to contribute as a team member in a fast-paced, flexible, changing, and diverse work environment, while managing multiple competing deadlines.

  • Clearly and logically expresses concise concepts, ideas, and conclusions on a variety of personnel related topics, both orally and in writing;

  • Ability to objectively coach employees and management through complex and difficult issues;

  • Ability to work and lead effectively in a cross-cultural or multi-cultural organization ensuring equity and inclusion initiatives are implemented and measured across the organization;

Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
