Planning Specialist (Puerto Rico)

ICF is seeking a professional Planning Specialist to support our project work in Puerto Rico. As a global consulting services company, we are dedicated to making big things possible for our clients by providing specialized expertise and innovative solutions to help achieve their goals. The ideal candidate will have real-world familiarity and experience in managing large-scale planning projects in Puerto Rico, including knowledge of local planning regulations and codes. This position is located in Puerto Rico and requires the ability to travel around the island to meet with clients and stakeholders.  Commutable to our Guaynabo, PR, ICF office for essential meetings.

What you will be doing:  

  • Support Planning Lead in the development of comprehensive plans and strategies to achieve organizational goals.
  • Evaluate national and international legal and regulatory standards related to the distribution, publishing and sharing of geospatial data to ensure best practices in relation to public access.
  • Support collection of new planning and survey data, including establishing standards for data precision and accuracy and monitoring progress.
  • Engage with relevant state government agencies and other stakeholders across Puerto Rico to establish and evaluate policies, codes, and strategic approaches for zoning, master planning, and economic development.  
  • Work with a multi-disciplinary team to support special projects in planning, design, economic development, community development, and recovery and resilience. 
  • Prepare comprehensive reports and presentations to communicate plans, progress, and outcomes to various stakeholders.
  • Assist in the delivery of public presentations and facilitate public meetings, including those to municipal boards and commissions, concerned and engaged stakeholder groups, and government agencies. 

What you must have:

  • Bachelor’s degree in planning, environmental science, geography or a related field. Masters is Preferred.
  • 5 years of experience leading state, regional or municipal planning, environmental and cadastral projects in Puerto Rico or similar contexts.
  • Full professional proficiency in English and Spanish.
  • Remote position, located in Puerto Rico, or willing to relocate to Puerto Rico, and able to travel to visit clients, stakeholders and essential meetings at the ICF office in Guaynabo, PR, ICF.

What we’d like you to have:

  • Experience using GIS and other relevant software and tools for urban planning or environmental analysis.
  • Experience with data analysis, forecasting, and performance reporting.
  • Ability to communicate effectively with clients, stakeholders, authorities, and project teams.
  • Strong Excel and data analysis software skills.
  • Familiarity with remote sensing, data acquisition technologies, and spatial data governance.
  • Understanding of the environmental, social, cultural, and economic aspects of Puerto Rico and their implications for urban and environmental planning.
  • Certifications such as GISP (GIS Professional), PMP (Project Management Professional), AICP (American Institute of Certified Planners), LPP (License Professional Planner) or other relevant qualifications are a plus.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$58,430.00 - $99,331.00
