ICF is seeking a Federal Business Outreach Analyst to take a significant role in lead generation for the implementation of energy efficiency programs. The selected candidate will be responsible for supporting the sales and marketing teams in recruiting federal agencies to participate in the programs, as well as managing a pipeline of existing energy efficiency leads. The candidate will work to develop outreach campaigns generating leads for federal agencies, support our clients navigating federal procurement contracts, with the goal of increasing the number of energy efficiency projects and participation in utility incentive programs. This role will require the ability to work independently but also function as part of a team, must have a drive to succeed, and a commitment to client satisfaction. This position is open to Maryland-based candidates.

What you will be doing:
- Maintain strong ongoing communications with sales and marketing teams to assess their needs and receive feedback on their experience with lead and event quality, as well as other lead-generating campaigns.
- Prepare and present targeted presentations, promoting program awareness and participation at federal trade shows, trade organizations, stakeholder events, and industry-recognized associations.
- Assist multiple program managers with the development and implementation of promotional strategies tailored to federal agencies.
- Prepare ongoing status reports to document performance and activities demonstrating progress towards program goals, contractor/consultant participation, and pipeline management.
- Support internal operations and management of the programs, with tasks such as reporting, application review, forecasting, marketing development, and client support.
- Manage and develop lead generation strategies, events, and campaigns specifically for federal contracts.
- Manage and track lead assignments and the effectiveness of lead conversions with the sales team in the CRM.
- Analyze outreach data, including lead generation and sales conversions, to develop reports for the Sales Manager.
- Provide recommendations for lead generation optimization and process improvements.
- Coordinate with the Sales and Marketing teams to set up and configure campaigns in CRM.
- Support event outreach efforts (live events, webinars, federal agency meetings, etc.).
- Assist with coordinating marketing sales lead campaigns.
- Coordinate with Sales and Marketing to develop joint campaigns and customer journeys tailored to federal agencies.
- Must have a reliable vehicle for local travel. Requirements are between 50% to 70% of the time. (reimbursement for mileage provided)
What we need you to have (minimum qualifications):
- Bachelor’s degree (Candidates can substitute -year of equivalent experience for each year of education).
- 2+ years of experience working with federal agencies or supporting federal procurement processes, with specific experience in one of the following: supporting federal agencies, enhancing the customer experience, or federal customers.
- 2+ years of related work experience in one of the following: HVAC contractors, distributors, commercial real estate, federal government, or retail customers.
- Must have a valid driver’s license and successfully pass a Motor Vehicle Records (MVR) check.
- Must have a reliable vehicle for local travel. Requirements are on an as-needed basis for customer outreach and event support (50-70% weekly). (reimbursement for mileage provided)
What we would like you to have:
- Strong proven success supporting sales teams and/or business development within the federal sector.
- Strong follow-up and follow-through skills and ability to successfully generate sales leads through marketing technology.
- Strong understanding of UESC’s and federal procurement processes.
- Proficiency in Microsoft Office suite (Microsoft Dynamics (CRM), Outlook, Word, Excel, PowerPoint).
- Experience working in a fast-paced, multi-tasking environment.
- Interest in and commitment to energy efficiency, environment, and sustainability

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
