Organizational Strategy and Performance Consultant

Brown and Caldwell (BC), a leading environmental engineering consulting firm, is currently seeking a Organizational Strategy and Performance Consultant. In this role, you will work with BC clients to effectively facilitate and lead organizational strategy, business process enhancement, change management and organizational systems design and improvements that promote organization, regional collaboration, program and/or comprehensive planning goals. To deliver these services you will work closely with BC’s Technical Practices, Project Managers, and Client Service Managers. This work includes building trusted partnerships with clients to gain an understanding of organizational improvement opportunities and pathways for supported change to achieve their missions.

Primary Responsibilities:

You will deliver services through and in collaboration with BC client service teams, Utility Performance professionals, project managers, and technical staff. Your work will improve awareness around organizational performance best practices and results that support our clients’ critical water, social and environmental investments and their stakeholder alignment and implementation frameworks. Your work will improve our clients’ service to their communities, customers, partner organizations, elected officials and other stakeholders.

Based on the selected candidate’s skill set and project needs, professional duties are expected to align with several Strategy and Performance areas below.

  1. Organizational Strategy and Process Leadership.
  2. Collaborate with BC clients to lead and facilitate organizational strategy initiatives, business process enhancements, and organizational system design improvements.
  3. Drive organizational transformation through effective change management practices, promoting collaboration and alignment with regional and program goals.
  4. Client-Centric Solutions Development and Change Management Implementation Strategies:
    1. Design and deliver client-specific solutions that integrate technology, people, and strategy for optimized results using industry best practices tools.
    2. Partner with senior clients to outline, execute, and drive change management strategies, ensuring alignment across the organization.
    3. Guide and support clients through change initiatives to achieve measurable results in performance improvement.
    4. Work closely with BC’s Business Unit leadership, Technical Practices, Project Managers, Client Service Managers, and Utility Performance professionals to deliver integrated, client-focused solutions.
    5. Develop integrated solutions based off of client initiatives and community needs related to climate adaptation, prioritized Capital Improvement Plans (CIPs), and equity and social justice plans.
  5. Client Partnership and Engagement:
    1. Develop pathways to support change and high-level strategic initiatives that align with the client’s mission and goals, enhancing service delivery and community engagement.
    2. Build trusted partnerships with BC clients to understand their unique organizational challenges and improvement opportunities.
  6. Program Management:
    1. Lead complex, cross-functional programs that span multiple business units, agencies, and partnerships.
    2. Foster collaboration and knowledge sharing across BC’s internal teams to maximize value for clients.
    3. Apply enterprise program and project management techniques to ensure projects are delivered on time, on budget, and with high-quality results.
    4. Utilize methodologies such as Lean Six Sigma, Scaled Agile Framework (SAFe), or other performance improvement frameworks to optimize processes.
  7. Strategic Planning and Business Development:
    1. Identify new opportunities with priority clients, providing pre-selection positioning, scoping, and negotiations to support business growth in organizational strategy services.
    2. Develop and execute strategic plans that align with clients’ business goals, including change management strategies and implementation frameworks.
  8. Performance Improvement and Data Analysis:
    1. Conduct organizational and workflow assessments to identify improvement opportunities and drive efficiency.
    2. Leverage data-driven insights and advanced analytics to develop actionable recommendations that enhance operational performance.
  9. Stakeholder Engagement and Communication:
    1. Improve stakeholder alignment by developing and implementing strategic engagement frameworks for organizational initiatives.
    2. Communicate complex concepts effectively to diverse audiences, including professionals, clients, and the public, through detailed reports and presentations.
  10. Project and Team Management:
    1. Proactively manage multiple projects simultaneously, ensuring appropriate levels of effort and resources are applied to each project.
    2. Maintain BC’s quality standards while meeting project timelines and budgets.

Desired Skills and Experience:

  • The ability to lead teams in developing solutions that integrate technology, people, strategy, and adoption for optimized results.
  • Experience in enterprise program and project management, business analysis, change management, systems design, organizational and workflow pattern assessment and process improvement methodologies.
  • Proven success in setting up and proactively managing complex, cross-functional projects that span business functional groups, agencies, and partnerships.
  • Experience in identifying new opportunities with priority clients across multiple areas and support preselection positioning and education of services, scoping and negotiations in support of growth of this area of business.
  • Working knowledge in one or more applications of performance improvement including but not limited to Scaled Agile Framework (SAFe), Lean Six Sigma, Certified Business Analysis Professional (CBAP), and/or Prosci ADKAR.
  • Partnering experience with senior clients to outline and execute implementation strategies, driving change management throughout the organization.
  • Proven record of responsive and diligent project management, capability to meet BC’s quality standards and keeping projects on budget and schedule.
  • Demonstration of leading multiple projects simultaneously ensuring the appropriate level of effort is applied to each project.
  • Experience leveraging data-driven insights and implementing advanced analytics to create actionable recommendations that enhance operational performance.
  • Established and exceptional communication skills to craft detailed reports and support presentations for diverse audiences, ranging from other professionals to the public.

Required Qualifications:

  • 12+ years of relevant experience.
  • Minimum of 3 years of experience in a relevant public sector or utility role, with a strong analytical and strategic background.
  • Bachelor’s degree in Public Administration, Business, Management, Public Policy, or a related field.
  • Experience in the public sector and consulting.
  • Demonstrated ability to deliver tangible results in various business environments.
  • Demonstrated proficiency in data analysis and presentation tools.
  • Excellent verbal and written communication skills, with the ability to articulate complex concepts effectively.
  • Commitment to ongoing personal and professional development.
  • Practical experience with performance improvement and business process mapping methodologies such as Lean or Six Sigma.
  • Proven track record in a consulting environment, with direct exposure to strategic planning and organizational management projects.

Preferred Qualifications:

  • Master’s degree in Public Administration, Business, Management, Public Policy, or a related field.

Salary Range: The anticipated starting pay range for this position is based on the employee’s primary work location and may be more or less depending upon skills, experience, and education.  These ranges may be modified in the future.

Location A:
Salary $145,000 - $199,000

Location B: 
Salary $160,000 - $219,000

Location C:
Salary $174,000 - $238,000
