The Higher Education Coordinating Commission (HECC) has a new and exciting career opportunity as the Oregon Teacher Scholars Program Coordinator (Program Analyst 2) in our Office of Student Access and Completion.This position is a full-time, limited duration/job rotation opportunity that is anticipated to last through June 30, 2025, and may be extended or become permanent pending additional funding.

What You Will Be Doing
You will administer assigned grants and scholarships including the Oregon Teacher Scholars Program (OTSP), deliver services to recipients of OTSP and assigned grants and scholarships, and collaborate with the Oregon Educator Advancement Council (EAC) on the application and awarding process for OTSP. You will market and promote the program, support individuals through the application process, provide technical advice to various interested parties (applicants, recipients, staff at local school districts and Oregon colleges and universities), and utilize the program criteria, state laws and rules, and scholarship guidelines and requirements to review potential applicants.
You will administer many individual grant and scholarship programs that have sensitive involvement working directly with grant applicants and recipients, financial aid personnel at public and private colleges, universities and partnering agencies/organizations. You will coordinate program objectives for daily operation and ensure delivery of services.

Specialized Duties
Provides customer service; coordinates application process; sets up and updates user accounts in portal; supports students, parents, partners, and staff.
Sets up and conducts processing and reviewing of applications; troubleshoots review process to ensure successful submissions. Conducts review of transcripts for applications.
This is a full-time limited duration position headquartered at HECC’s Salem Office and is SEIU represented. This position is required to either possess and maintain a valid driver's license by the state of residence or provide an acceptable mode of alternative transportation, in order to travel to required training and meetings. The successful candidate may be eligible for in-state hybrid work, which consists of performing duties onsite in a standard office environment and working remotely. What We Need (Minimum Qualifications)
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years experience coordinating or administering a program.
OR
Any combination of experience or education equivalent to five years of experience coordinating or administering a program.
This position requires English and Spanish bilingual skills in speaking, reading and writing.

Preference will be given to those with program management experience in: grants/scholarship programs, financial aid and/or college admission processes, or public funds distributions including awarding and budget projections.

The Fine Print
Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
Future Vacancies: We may use the candidates from this posting to fill future vacancies. This position may become permanent if future funding becomes available.
