The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Nursing Manager. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.

The Nurse Manager will provide leadership to the clinical staff supporting Triage and Quality of Care (QOC) concern investigations. This position will be responsible for the oversight for the clinical triage of all incidents received by the QMU and appropriate assignments to District staff (clinical and non-clinical). The Nurse manager will also provide oversight and monitoring of the QOC investigations and internal second level review processes; which ensures investigative reports are meeting Division's and AHCCCS requirements outlined in policy and standard or work. This position will also provide oversight of the Vendor Corrective Action / Remediation process to ensure adherence to policy and standard of work and the health and safety of the Division members.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential duties and responsibilities include but are not limited to:

• Oversees the clinical triage of all incidents received by the QMU and the assignments to the District staff
(clinical and non-clinical). Oversight of the QOC concern investigations and the internal 2nd level review process. Oversight of the Vendor Corrective Action / Remediation process to ensure adherence to policy and standard of work and the health and safety of the Division members.
• Oversight of the Seclusion and Restraint (SAR) and Quality of Care (QOC) processes of the Division's subcontracted health plans to ensure compliance with regulation, policy & other contractual requirements. Ensure timely completion of the oversight process, developing and documenting policies, standard of work and monitoring the health plan's compliance with all SAR and QOC requirements.
• Inter-Rater Reliability process for the Triage and QOC Investigative Nurses. Ensures the accurate and timely completion of all monthly assessments, data collection and analysis and quarterly reporting to AHCCCS. The Nurse Manager will also be responsible for the oversight of the Mortality Review process to include referrals to the Peer Review Committee as required per policy.
• Provides leadership, supervision, mentoring, & coaching of QMU clinical staff. Facilitates regular 1:1s, team huddles, & other communications. Participates in meetings & in absence of the QM Nursing Administrator, facilitate these meetings. Completes Performance Appraisals, authorizes leave & approves ETE.
• Developing & documenting the policies, standard works, monitoring & metrics necessary for these processes including processes for elevating concerns to manager for review as well as through the appropriate committees of which this position will be an active participant & assisting with the prepping of all committee documentation to adhere to confidentiality standards.

Knowledge, Skills & Abilities (KSAs):

Knowledge Of:
• Principles of nursing administration and management. Contract, CMS Managed Care Regulations 42 CFR § 438.340, policy compliance monitoring practices, other federal and state laws, DOD Policy and Procedures, and auditing methodologies.
• Quality management principles; auditing methodologies and contract and policy compliance monitoring practices. Applicable laws, rules, policies, procedures, Arizona Health Care Cost Containment System; Centers for Medicare and Medicaid and Department of Health Services. Process improvement principles and practices.
• Understanding the confidentiality and processes necessary to ensure the fidelity of the QOC process. Patient safety and Behavioral health care issues and standards of care.
• The array of services and service sites within the DOD network including LTSS services and supports; human dynamics and organizational systems; and the service delivery system.
Skills In:
• Establish and maintain a position of leadership in a professional field. Analyze problems and develop effective plans for corrective action and conflict resolution. Prioritize and multi-task to meet goals and deadlines.
• Assessing, reviewing, and/or analyzing situations and/or data, i.e. critical thinking skills and effective oral and written communication skills.
• Spreadsheet and database applications. Management and leadership techniques conducting and coordinating trainings on identified issues and procedures.
• Strong analytical skills; able to manipulate and interpret data and strategic planning, Inter-rater reliability tool development Creation and maintenance of Standard works.
Ability To:
• Evaluate data and documents. Relate with multi-level of employees and organizational personnel. Plan, organize complex work and complete reports based on data, and documents in an accurate, clear and professional manner
• Communicate clear and concise both verbally and in writing. Work cooperatively with others, establish and maintain relationships. Analyze situations accurately and take effective action.
• Maintain comprehensive and confidential information/documentation. Work independently and multi-task in a fast-paced environment. Triage and implement crisis intervention where appropriate. Understand the value stream of the clinical aspects of the quality management system to hold teams accountable for timeliness
• Utilize PDSA cycles in outcome, goal, metric driven ways to influence best care. Utilize visual management and standard work to improve metrics.

Selective Preference(s):

The ideal candidate for this position will have:
The ideal candidate will possess a Bachelors or Master of Science in a nursing degree from an accredited university program. Experience working in a long-term care facility.

Pre-Employment Requirements:

• Candidates for this position shall be subject to a search of the Child Protective Services Central Registry pursuant to A.R.S. 8-804.
• Employee shall have a valid Level One fingerprint clearance card issued pursuant to Arizona Revised Statute 41-2758.07 in order to work with children and vulnerable adults.
• Required at time of appointment: possession of a current license to practice as a registered nurse in the State of Arizona.
• Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency’s ability to reasonably accommodate any restrictions.
