GOBHI has an immediate opening for a full-time Non-Emergent Medical Transportation (NEMT) Operations Manager. This remote position will be based out of the employee’s home located in the state of Oregon or accepted radius.


This position is responsible for overseeing the Non-Emergent Medical Transportation program for GOBHI. The Oregon Health Plan offers members free rides for covered Medicaid services for medical, behavioral health and dental appointments for the 12 Oregon Counties covered under the Eastern Oregon Coordinated Care Organization and for FFS members in Hood River & Wasco Counties. This position manages Non-Emergent Medical Transportation business efforts for operations, compliance and quality improvement.


Essential duties include:

  • Responsible for internal processes to assure compliance with all Federal and State rules, regulations, goals and objectives of business operations program delivery.
  • Management direction over the NEMT Supervisor and NEMT operations support staff.
  • Utilizes data and business intelligence to inform decisions to reduce cost, improve member experience and enhance quality.
  • Prepares and interprets reports and completes a gap analysis to ensure performance metrics are met.
  • Ensures completion of reports to appropriate GOBHI sta?, contractor or state organization. Coordinates processing or reports with key individuals.
  • Establishes and maintains relationships with other agencies and partner organizations to meet community needs.
  • Serves as a key point of contact for providers.
  • Provides training, technical assistance and support to providers regarding CCO requirements.
  • Responds to complaints and grievances from providers.
  • Coordinates and responds to audit requests.
  • Participates in the determination of organizational policies with related teams.
  • Collaborates with other teams to ensure coordination of care.
  • Participates at a state level regarding NEMT and communication information to related teams.
  • Researches, interprets, revises and creates policies and procedures related to NEMT business operation practices. Maintains current knowledge of latest state laws, OAR's and contracts to meet compliance. Attends training as needed to ensure a knowledge base.

Requirements

What is needed to succeed in this role:

  • Five years experience in a public transit program or operations, including supervisory responsibility or equivalent.
  • Strong leadership and team management skills.
  • Exceptional communication abilities, including public speaking and facilitation of complex discussions.
  • Flexible; able to multi-task in response to time-sensitive and changing situations.
  • Proven ability to maintain confidentiality and handle sensitive information.
  • Highly resourceful, with strong networking and stakeholder engagement capabilities.
  • Strong technical skills, able to use Microsoft Office and Google Suites databases.
  • Detail oriented with excellent organizational and project management skills.
  • Resilient and solution-oriented, with the ability to navigate complex challenges.
  • Ability to escalate issues to the Director when necessary.
  • Education – Bachelor’s degree in Business Administration or relevant field required.
  • Coordinated Care Organization (CCO) experience in NEMT preferred.
