The Opportunity:
You will support the Washington, D.C. Government Office of Contracting and Procurement to evaluate, analyze, and review indirect cost rates (ICRs) for architect and engineering (A/E) schedule and cost type contracts.

Responsibilities:
As an auditor, you will have an opportunity to help identify issues and isolate problems to develop solutions, improve quality and efficiencies, and implement recommendations. Additionally you will:
- Perform operational or consulting support in one or more areas of the acquisition life cycle or program/project functional area
- Review annual ICRs to ensure contractors rates are compliant with CFR 23 Part 172 and CFR 48, Part 31
- Perform accounting and other business system reviews as applicable
- Review contract annual rate increase and ensure that contractors are properly submitting updated employee rosters and supporting documentation
- Develop review procedures to create efficiencies for handling several ICR reviews concurrently
- Develop briefings and reports of findings and recommendations for Contracting Officers to review and make their final decision
- Deploy policies and procedures aligned with agency goals and objectives
- Perform contract cost type true-ups, price analysis for specific rates of compensation contracts and/or task orders and other duties as needed by the Office of Contracting and Procurement
Qualifications:
Required:
-Minimum education requirements:
- Bachelor's degree in accounting
- Bachelor's degree in a related field that includes 24 semester hours of accounting (may include up to 6 hours in business law). Related fields are Business Administration, Finance, Economics or Public Administration, or
- Combination of Experience and Education: At least 4 full-time years of experience in an accounting/auditing career plus one of the following: 24 semester hours in accounting (up to 6 hours in business law) or Licensed as a Certified Public Accountant (CPA) or Certified Internal Auditor (CIA)
-Minimum eight (8) years experience with Defense Contract Audit Agency, or other Federal or State audit agency that conducts audits or reviews in accordance with 48 CFR Part 31 and other federal, state and local regulations
-Ability to plan, develop and conduct audits, reviews, and studies of considerable scope, complexity, and significance
-Expertise in performing audits with Excel, or some other COTS audit analysis tool
-Expert knowledge of project management principles, practices, and techniques to organize, analyze and evaluate
-Ability to balance multiple projects and deliver high-quality, professional deliverables under pressure with limited direction/information
-Inquisitive, detail oriented & analytically-minded professional with the ability to identify innovative methods to resolve challenges
-Advanced communication, customer relationship, and persuasion skills (both written and verbal), including under time pressure
-Committed to working independently and/or collaboratively, toward a set of common goals & objectives
Desired:
-Financial and cost accounting experience
-Auditing experience in accordance with 23 CFR Part 172
-Certified Public Accountant (CPA)
-Experience with Excel. Experience with quantitative and qualitative analysis of rates, proposals, and contracts.

The proposed salary range for this position is:
