The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.
This position is with the Division of Financial Regulation (DFR). DFR’s mission supports that of the department by protecting Oregonians’ access to fair products and services through education, regulation, and consumer assistance. The division is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities.
This position is represented by the Service Employees International Union (SEIU).

This position is eligible for fully remote work once the incumbent has gained the proficiency to perform work independently. The incumbent may occasionally be asked to work from the office on an as-needed basis.
Here’s what you will do:
As a Market Analyst, you will perform market analysis and examinations on foreign and domestic insurance companies doing business in Oregon to assure they are in compliance with the provisions of the Oregon Insurance Code, Administrative Rules, and other laws. You will also address any market conduct problems through appropriate corrective actions necessary to protect the insurance-buying public.

Here’s what you need to qualify:
The goal of this recruitment is to fill this position at the Insurance Examiner level. However, we encourage candidates who meet the Insurance Examiner Entry minimum qualifications to apply as we may consider underfilling the position for up to 2 years. Underfill candidates will be paid at the Insurance Examiner Entry salary range of $4,755 to $7,296 monthly and must meet the qualifications for the Insurance Examiner level within 2 years of hire.
Insurance Examiner Minimum Qualifications:
Hold the Accredited Insurance Examiner (AIE) or Certified Insurance Examiner (CIE) designation offered through the Insurance Regulatory Examiners Society
Insurance Examiner Entry Minimum Qualifications:
A bachelor's degree in any discipline. (Three more years of relevant experience may substitute for the bachelor's degree)
OR
One and one half (1.5 years) years of experience in insurance compliance examination work, auditing, accounting, underwriting, claims adjudication, or loss adjusting work related to the insurance industry; AND an associate degree in any discipline. (One more year of relevant experience may substitute for the associate's degree)
Requested Skills:
Understanding of regulations and regulatory guidance such as federal law, Oregon statutes, Oregon administrative rules, and other documents such as insurance contracts
Technical and report writing, including the ability to provide clarity in documents with regulatory language
Excellent team-oriented interpersonal skills
Proficient using Microsoft Excel including sorting data, querying data functions, analyzing data, using logic functions, and data cleaning
Experience reviewing or creating insurance forms and communicating insurance terms

Per the Pay Equity Law passed in 2017, a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. The analysis will be based on the relevant experience, education, training, and certifications documented in the application materials. On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.
