ICF seeks a LEARNING AND DEVELOPMENT TEAM LEADER - As the leader of the Learning and Development Team for the US Department of Justice, Office for Victims of Crime Victim Services Training and Technical Assistance Center (VSTTA), you will provide strategic leadership and project management for all aspects of learning and development including: scoping products, developing and adhering to budgets, ensuring quality, and ensuring adherence to best practices in adult learning, instructional design, and accessibility. You may be required to dive in and support development of curriculum or other products as needed. You will be responsible for developing training and technical assistance (TTA) best practices to be used by OVC’s training and technical assistance grantees and will be responsible for managing the revisions to a suite of training materials.

Key Responsibilities

  • Developing project plans and budgets for synchronous and asynchronous learning.
  • Leadership of the learning and development team.
  • Translating the needs of the client or field into materials and curricula.
  • Develop Training and Technical Assistance Uniform Guiding Principles, including managing a Working Group made up of OVC, OVC TTAC staff, and OVC grantees.
  • Review existing written and online training materials and either update them or make recommendations for how they could be updated.
  • Ensure that all online trainings and microvideos are developed to be fully 508 compliant.
  • Collaborate with Subject Matter Experts (SMEs), OVC staff, and OVC TTAC internal staff in the design and development of trainings.
  • Review materials and provide concrete feedback on design and adherence to best practices.
  • Create instructionally sound online trainings that adhere to adult learning principles, including developing learning objectives, assessments, learning activities, case studies, job aids, and reference materials.
  • Design and develop microvideos.

Basic Qualifications required:

  • M.A. or M. Ed. in Instructional Design, Distance Learning, Adult Learning, or related field.
  • 10 years of proven experience as an Instructional Designer designing and developing online training projects.
  • 2 years experience supporting criminal justice programs.

Additional Qualifications required:

    • Knowledge of criminal justice social science research and evidence-based programs and practices. …
