IS Project Manager (Senior Level)

The IS Project Manager (Senior Level) will lead, engage, and partner with the RAND groups throughout the organization on multiple initiatives of high complexity, requiring collaboration across several functional areas and IS departments.  The Project Manager will acquire an in-depth knowledge of the RAND business to identify ways to improve effectiveness and efficiency. The Project Manager is responsible for infrastructure, information security, application, and process related initiatives, direct subject matter experts, and individual technical contributors. The Project Manager should have hands-on experience implementing solutions to business issues.  The Project Manager will partner effectively with the business staff and researchers within RAND.

The Project Manager will lead and engage across various initiative aspects including product selection, testing, configuration, user experience, deployment, and hand over to support.  The Project Manager will be the principal author of many deliverables including business case, requirements, test plans, project communication, and will participate in defining the technical architecture.  The Project Manager will also work with team members to help prepare costing, capital requests, metric capture and reporting, and demonstration of business value. The Project Manager will ensure quality and regulatory compliance.

The Project Manager position will be involved in all aspects of infrastructure deployment, security compliance, and pro-active initiatives including:

  • Assist in periodic or ad-hoc report production to provide relevant situational awareness for senior stakeholders
  • Assists in the coordination and completion of operational documentation
  • Work with the infrastructure teams to develop strategies and plans to enforce requirements and ensure successful deployments and ROI metrics
  • Provide additional support to RAND Information Systems Operations as needed

Qualifications      

         

  • Experience with market leading IT systems and products and the ability to lead the project team in the market discovery/selection and analysis efforts of such products and systems
  • Experience with market leading infrastructure and products and willingness to learn on the job
  • Experience managing and leading the design, development, and deployment of multiple, simultaneous custom, off-the-shelf or cloud-based services or upgrade infrastructure related initiatives
  • Proven experience managing and coordinating vendors, vendor professional services resources, and internal technical staff to include service desk, network ops, system administrators and architects
  • Proven experience managing stakeholder relationships.  Experience with complex initiatives within a matrix organization.
  • Demonstrated strong leadership and management skills and the ability to secure results through others.
  • Proven experience defining and adhering to staff and resource budgets.
  • Working knowledge of infrastructure architectures, technologies and experience in both in-house developed systems and off-the-shelf applications.
  • Excellent written and oral communication skills with the ability to effectively communicate with information technology professionals as well as very well-informed customers.
  • Experience working in a US Government information security regulated environment or DoD classified information systems environment are a plus

Education Requirements

  • Minimum High School Diploma or GED required.
  • BA/BS preferred or MA/MS preferred or equivalent experience .
  • Network, wireless, unified communication, or information assurance related certifications are a plus

Experience

Minimum 10 years of Project Management experience required.

Salary Range: $151,000 - $230,100

 RAND considers a variety of factors when formulating an offer, including but not limited to, the specific role and associated responsibilities; a candidate’s work experience, education/training, skills, expertise; and internal equity. Successful candidates will be offered employment in a specific title, as determined by the candidate's education and experience. The salary range includes base pay plus RAND’s sabbatic pay (which provides additional compensation above base pay when vacation is taken).
