International Trade Compliance Manager - REMT - Remote Worker Location

ManTech’s Trade Compliance department is seeking an experienced International Trade Compliance Manager to support the export and import activities at multiple ManTech and ManTech subsidiary locations. This position includes actively partnering with ManTech business leaders to implement export and import compliance policies and programs designed to maintain compliance with applicable laws and regulations. The International Trade Compliance Manager will support process improvements that ensure the ManTech trade compliance program appropriately addresses the regulatory risks relative to the company’s business activities.
Responsibilities include but are not limited to:
Function as an authority providing guidance on governmental export/import laws and regulations. Provide oversight and advice to programs to ensure that business decisions and operations are conducted in a manner that complies with ITAR/EAR regulations and meets ManTech program needs.
Proactively support and collaborate with key stakeholders in developing effective licensing strategies and submitting export authorization requests.
Manage company technical assistance agreements and export license activity (both ITAR and EAR) including preparation, application, and post approval management phases in DECCS.
Prepare and submit export license applications including DSP-5, DSP-6, DSP-73, DSP-61, DSP-85, general correspondence requests, re-transfer letters & various commodity jurisdictions via the DECCS system.
Review and authorize proper use of ITAR Exemptions and EAR Exceptions.
Provide guidance on scope of approved license authorizations and ensure compliance with limitations and provisos.
Perform product jurisdiction and classification analysis to determine regulatory authority.
Generate import and export documentation including shipper's letter of instructions, export declarations, AES filings, and certificate of origin documents, preferential treatment forms and export classification questionnaires.
Maintain a current, comprehensive knowledge of the U.S. Departments of State and Commerce regulations and awareness of changing export control laws and regulations and provide analysis regarding applicability and impact to company products and technologies, as well as existing company export policies and procedures.
Monitor global import/export regulatory and procedural change and clearly communicate those guidelines to stakeholders.
Educate and keep program managers and suppliers abreast of current international legal regulations and policies through various communications.
Attend regular trainings and seminars to stay informed of changing laws and regulations.
Review shipments for compliance with terms and limitations of applicable export authorizations. Conduct screening of parties to export transactions.
Support Security in the drafting of Technology Control Plans when needed.
Notify Executive Director, International Trade Compliance, of any violations or suspected violations, fines, penalties, seizures, or disciplinary action imposed upon the company.
Assist the Empowered Official in development and conducting export compliance training to programs and the general employee population.
Assist the Empowered Official in auditing company exports and imports for ITAR and EAR compliance.
Conduct self-assessments and quarterly reviews of export filings to Customs.
Review and approve international travel requests. Coordinate with Security on foreign national visitor requests.
Review documents and presentations for public release for trade shows, exhibitions, meetings, and conferences.
Ensure required export and import records are maintained in accordance U.S. laws and regulations.
Minimum Qualifications:
Bachelor's degree and 10 or more years of global trade compliance experience with experience with DoD and intelligence community customers. Will consider additional experience in lieu of degree.
Experience drafting and submitting export licenses and agreements, and interpreting and providing guidance on International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) for the licensing of commodities, technologies, and defense services
Experience with U.S. government tools such as DECCS, DTRADE & ACE/CBP
Experience with screening programs and export licensing databases.
Experience in use of ITAR exemptions and EAR exceptions for export transactions
Project management skills
Experience working FMS program exports/imports
Attention to detail and strong organizational skills
Strong oral/written communication and interpersonal skills
Ability to effectively collaborate with stakeholders
Ability to multi-task and work independently
Ability to travel as needed
Ability to work with business leadership to drive process improvement
Excellent problem-solving skills with ability to analyze situations, identify existing or potential problems and recommend solutions
Preferred Qualifications:
SCI and DoD clearances preferred
Security clearance Required:
No clearance is required to start. Must be eligible to obtain a clearance
Physical Requirements:
Must be able to remain in a stationary position 50%
Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer
The person in this position frequently communicates with co-workers, senior management, suppliers, and customers, which may involve delivering presentations. Must be able to exchange accurate information in these situations
For all positions requiring access to technology/software source code that is subject to export control laws, employment with the company is contingent on either verifying U.S.-person status or obtaining any necessary license.
