ICF Disaster Management division seeks an experienced professional to serve as an Infrastructure/Mitigation Lead - Disaster Management. 
  
As an Infrastructure/Mitigation Lead, you should have in-depth experience with the Department of Housing and Urban Development’s Community Development Block Grant – Disaster Recovery (CDBG-DR) requirements as well as working knowledge of other applicable Federal disaster recovery programs. You will be responsible for supporting subrecipient oversight, tracking, coordination, and technical assistance.  This includes proactively identifying subrecipient and client needs, developing helpful solutions, developing policies, procedures, and associated documentation for CDBG-DR programs and providing subject matter expertise to assist with the successful implementation of disaster recovery projects and programs.  Future growth into team management potential. 

 
You will work with ICF senior and junior staff, other experts, outside contractors, and government clients to develop and implement policies and procedures for post-disaster recovery and mitigation efforts and build systems and processes to speed recovery efforts. Responsibilities may also include serving as an expert on policy, regulatory and operations issues, developing written materials, providing training and technical assistance, and working directly with the client to provide advisory/consulting services. This is a position that requires strong writing proficiency, strong problem-solving skills, and the ability to adjust to an ever-changing environment.  
  
Key Responsibilities:  
•    Support overall management of subrecipient agreements, including tracking, invoice review, management, coordination, and technical assistance.  
•    Develop and refine written products, policies, procedures, and tools for grantee program implementation and design. 
•    Provide guidance and expertise on Federal regulations (CDBG-DR, cross cutting Federal requirements, Davis Bacon, Duplication of Benefits, etc.) and translating them into the implementation of the programs. 
•    Provide subject matter and operations expertise in disaster recovery program design and implementation, as well as pre-disaster risk mitigation measures. 
•    Work as part of a team providing expert services to support disaster recovery efforts  
•    Provide training and technical assistance on a wide range of disaster recovery topics (housing, infrastructure, economic revitalization, planning, administration, financial management, etc.)  
•    Help implement CDBG-DR and CDBG-MIT funded programs. 
•    Provide advisory and consulting services to clients through training sessions and one-on-one conversations. 

Support business development activities, including by attending and presenting at conferences, through written product and content in support of capture and proposals, and presenting at oral presentations to potential clients, if needed.

Must Have Qualifications: 
•    5+ years direct experience working with subrecipients as they carry out infrastructure, economic development, and community projects. 
•    5+ years developing procedures for, and implementing, CDBG-DR-funded projects with direct experience in providing training and technical assistance. 
•    5+ years of in-depth and hands-on knowledge of the CDBG/CDBG-DR programs, regulations, and implementation, including strong understanding of regulations found at 24 CFR 570, 2 CFR 200, associated disaster recovery Federal Register Notices, and associated HUD guidance. 
•    1+ years’ experience independently researching regulatory questions and developing policy memoranda. 

Preferred Skills/Experience: (May give candidates an edge) 
•    Bachelor’s degree in Planning, Public Administration, Government, Engineering, Construction Management or a related discipline. 
•    Experience working in a consulting firm, development organization, or public agency preferred. 
•    Experience delivering training and technical assistance to state and local government agencies. 
•    Business development, sales, fundraising, and/or proposal experience.  
•    Willingness to travel up to 25% depending on role and project needs in the United States.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$77,770.00 - $132,209.00
